With respect to Shaheeds, they cost roughly $20,000 USD. When a few of them are fired at the stationery Ukrainian installations, Ukrainians were using every every klashnikov, every Zu, S300s, Wester-donated air defense systems, you name it. So one shaheed was costing them tens of millions of USD if not more.

So if we're measuring results in both psychological and monetary impact, they were successful campaigns.

It's not about the cost of interception of those shaheds but it's about the cost of destruction they could cause if not intercepted. Despite being presented as Russia's wunderwaffen, it failed miserably, in fact has increased the western support to Ukraine.

The Russia's strategy against Ukrainian power grid as well as the Russian strategy to freeze Europe failed miserably.

Goal:
Freeze population to degrade morale

Result:
Failure.
Not only did it not break ukranian morale…the actual campaign failed with power mostly restored as more anti air and better strategies were employed.

Goal:
Degrade ukranian anti air

Result:
Failure: attacks on such civilian infrastructure increased western aid to an extent ukraines air defense is stronger then before russias shahed campaign.

Goal:
Lower western support due to high financial cost.

Result:
Failure. These costs are still small for western economic shoulders and targets increased support not decreased it.
If anything it is helping NATO to develop better low cost counters and strategies.


You really need to look at this from strategic point of view.
Russia was much better off keeping such attacks purely military.
