well if they want to copy USA , they had to give him that medal as USA gave a plethora of various medals to their navy crew who shoot down a civilian passenger planes in international air corridors while they were in another country territorial water in defiance of their commanding officer direct orders
Are you referring to the Vincennes disaster? What sort of medals were given can you pls send link to source. This was the A300 shot down by an Aegis cruiser. I remember that. I recall Captain being retired. Not medals

I am sympathy with Ukraine but that’s unrealistic. That would mean increasing military assistance to $500 billion from $50 billion per year. That’s too much.
Russia military spending is about $110 billion per year. If Ukraine could get $100 billion per year then Ok. Would require the west to double the assistance.

'Revolt' in Ukrainian army as Bakhmut slips out of Kyiv's control, Ukrainian soldiers drop weapons & walk away from Bakhmut, Wagner Chief makes big claim

What order?

The only order that was made and I was aware of is Adm Mckenna ordered Rogers to disengage with the Iranian gunboat and form up with the US escort ship USS Elmer Montgomery

Problem is, that order is counteract with SOP (Standard Operating Procedure) which is to engage the Iranian asset if and when you were fired upon, that SOP have started since USS Stark Incident, and in this case, you ALWAYS follow SOP instead of commander order, if one is contradict the other. Mckenna does not have the authority to change the SOP, that have to come from Joint Chief of Staff or CNO, which mean Mckenna's order would have less weight than the SOP.

So, Rogers did NOT disobey a direct order.
did SOP include entering Iran territorial water, where he was ordered to be stationed before he went to help non-existent and fictional Liberian ship inside Iranian territorial water and then engaged Iranian boats .

it was his habit to disregard other countries territorial water and as example before the incident he entered into Oman territorial water and when asked to leave he and his officers laughed at Omani navy officer

Putin’s war machine runs non stop 24/7.
if Ukraine army can eliminate more tanks than Russia can produce then then Putin will run out of tanks for the war.
Russia Ural’s tank fabric makes 40 tanks per month, both new T90M and refreshed T72 tanks. Thanks to corruption and incompetence Russia can’t make T14s in sufficient numbers.
Putin probably holds back the few T14s for a potential invasion of Poland.

It did actually.

US is no longer neutral after USS Stark incident, plus, part of the Iran Territorial water were inside that shipping lane, as per customary law of the sea, US Navy Warship CAN and WILL transit thru Iranian Territorial Water.
