Delhi Alarmed Over Moscow’s Arms Supply Promises To Islamabad

New Delhi: A “new and improved” relationship between Russia and Pakistan has raised concerns in India that a certain “cosying up” might have security implications for India.

In Trieste over the weekend, on the sidelines of the G-8 foreign ministers’ meeting, a Russia-Afghanistan-Pakistan trilateral took shape to tackle terrorism, narcotics, “strategic stability” and regional cooperation. In Moscow, Russian and Pakistani officials met over the past couple of days to work on what they called “strategic cooperation”. In fact, the foreign ministers’ meeting took off from a trilateral summit level meeting in Moscow between Asif Zardai, Andrei Medvedev and Hamid Karzai after the SCO summit in June.

Former Pakistan President Pervez Musharraf ’s visit to Moscow in mid-June was apparently facilitated by a private businessman but India realised soon that Musharraf was “informally” preparing the way for the visit of Pakistan army chief Ashfaque Kayani who undertook a standalone Russia trip last week. Musharraf, who remains very much a part of Pakistan’s military establishment, reportedly had very “productive” meetings with Russian PM Vladimir Putin. The upshot of those meetings seems to be that Russia is willing to take another look at a defence relationship with Pakistan.

Nandan Unnikrishnan, Russia expert at the Observer Research Foundation, said the truth wasn’t so simple. “The Russians feel they need to open a channel with Pakistan. Their concern is driven by the situation in Afghanistan and its impact on Central Asia and the southern Caucasus. There could be a chance that China is pushing them in this direction. It will be driven by the situation in Afghanistan,” he said.

During the SCO summit in Yekaterinburg, Russian President Dmitry Medvedev had declared that “nests of terror” in Pakistan had to be eliminated first. For that, Russia would give all help to Pakistan. Now Russia will even allow transit of NATO military cargo through its territory for use in Afghanistan, an indication of how serious they believe the situation to be.

India’s concern is that Russia could be on the verge of an arms supply relationship with Pakistan. Of all of India’s military suppliers, Russia had, maintained a largely monogamous relationship with India, specially vis-a-vis Pakistan. In fact, Indian officials have reported that Putin feels there could be a commercial defence relationship with Pakistan. Russia’s other big client is China, and right now, China is also in the business of helping out Pakistan against the Taliban.

Security, defence, civil nuclear cooperation and space will drive India-US ties in the future. At a time when analysts are predicting a “dip” in the relationship after the high of the Bush years, a senior US official set out a “roadmap” for the two countries, which will be fleshed out by Hillary Clinton, secretary of state, during her visit later this month. Talking to the American Enterprise Institute in Washington, US assistant secretary of state for South Asia Robert Blake said given the unprecedented cooperation after 26/11, “terrorfinancing, law enforcement, training and information sharing” will be part of the new relationship. “In recent months, the director of the FBI, the director of the Central Intelligence Agency, the chairman of the Joint Chiefs of Staff, and national security advisor Jim Jones all visited India to underline and strengthen that cooperation,” Blake said. Clinton’s visit, he said, would raise the curtains to “India-US 3.0” and answer critics who say ties have diminished. TNN

Well I would really not worry much about that.
Russians want money and Pakistan has no money to buy.
They are buying Jf 17 from China on a soft loan.

Russians are trying to play a bluff with India seeing that Indians are moving closer to Americans

Or probably some thing for " MCRA" gimmick

Everyone buys on credit. Nobody pays cash. The difference is who the creditor is. Pakistan can always buy hardware from the Russians on their credit (something that India has availed many times on very favourable terms).

I think its an eventuality that Pak-Russian relations will improve and even military-military contacts will become more regular. Afterall US is selling to both sides so what is the big deal with Russians selling to both?

This is a very positive sign, first Russian engines for JF-17 despite Indian protests and now more signs of improved relationships.

I am sure in near future we will have Russians investing in energy projects in Thar and Balochistan.

Another great thing is that Gen. Musharraf is involved in this whole exercise which sets an example for all that one doesn't have to be in power to serve his country.

Lets see if we can convince the Russians to develop a newer version of the RD-93 for our JF-17s. That would be the first step towards developing broader defence relationships between the 2 countries.

And looking at the current financial situation of Pakistan I am doubtful of any hardware sale by Russia to them.

Today its a buyers market, it makes no diff who buys from whom.

US, Russia, china, Israel , france have large def industries. They need countries like Ind / Pk who cannot reconcile themselves to their geography to sell.

If india can go around - from russia to israel and united states - why have double standard - why cant russian go to - pakistan to sell their product.

Its simple economics they need to earn their bread and butter.

What do you think Does US,China,Israel,Turkey and Russia want that the conflict between Pakistan and India should continue in every sphere so that they could sell their wepons to these countries indirectly benifiting from the traditional rivalry ?
I thought When both countries went nuclear we would see the rivalry dimnishing But unfortunately it has exceeded and thus opening an arms race which would only benifit other countries ?

I'd say you've all the reason to worried about. We may not see big tag military sales to Pakistan, the fact that we get Russia to open up her market for us is a strategic win for us. Chinese hardware with refined Russian upgrades such as powerplant, radars and missiles is enough to give you sleepless nights for a decade....:coffee:

Just remembered how India used to pay for most of Russian hardware till late eighties; barter and no hard cash.

As much as I hate to side with an obvious dimwit like BSF, I think there is nothing to make India "shiver" yet. Yes, open relations are a win for us, but unless something concrete comes up, India won't be too worried. But, seriously, who cared what they think anyway?
