The spares for the erieye all come legally.. its a legal purchase.. and there are no restrictions for it.
What this may be, are spares for a system that may not be purchased legally.
A northern European country.. well... if one looks throughout europe.
Norway, sweden and finland come in..
The swedish equipment needs no smuggling done since the deal is legal and does not violate any rules.
Which brings us to norway and finland.. what can they offer to what we have or operate.. which is prohibited for sale to Pakistan?

"In Kaliningrad, intercepted a military cargo for Pakistan
At the customs post "Sea port of Kaliningrad Khazova name" in Kaliningrad, intercepted a large shipment of spare parts for military equipment.
An attempt to illegally export across the border of the Customs Union abroad a large batch of parts was set up as the export of "250 tons of scrap metal"
According to Newsru.com citing ITAR-TASS news agency, Customs received information that the container can be good, no relation to scrap metal.
After receiving such a message, customs officers decided to check carefully the cargo. "In the 11-20-foot containers under a load of scrap metal aggregates were detected, undeclared and concealed from customs control method, greatly complicating their detection. All units were in the original lubricant and specialty packaging materials for long term storage", - said the representative of the operational customs .
"According to some seized items used for military equipment. According to the accompanying documents, the country of destination is Pakistan. Delivery was to be carried by sea through the firm one of the Nordic countries", - stressed in the press-service.
Given the evidence filed two cases of administrative violations, carried out verification activities.
