This would make governance alot better. Governor should be appointed by the PM and should be part of the National Government Council where all the cabinet, governors, ISI head, Judge, General, experts sit, PM, President sit and make policies for 50 years. Then pass it to parliament and senate for debate and pass. Mayors should be directly elected and in charge of local council. MNAs and MPAs only legislate.
