The Government Railway Police have pressed charges of promoting enmity on grounds of religion on Chetan Singh, the 33-year-old Railway Protection Force constable who allegedly killed four men including his senior officer on the Jaipur-Mumbai Central Superfast Express.
The charge under Indian Penal Code section 153A attracts imprisonment up to three years. Besides IPC 153A and 363 (kidnapping), he has also been slapped with IPC sections 341 (wrongful restraint) and 342 (wrongful confinement), the railway police told a Borivali court on Monday. He had already been booked under IPC 302 (murder) and relevant sections of the Arms Act and the Railways Act.
Section 153A was added on the basis of the viral video clips of the incident that took place on July 31. The video clips, shot by passengers on the train, purportedly showed Singh making an objectionable speech, said a police source.

Since Singh took one of his victims to other bogies, the kidnapping charge was also added, the source said.

The Borivali court remanded Singh in police custody till August 11.
The investigators on Friday revisited and recreated the crime scene inside coaches from B5 to S6, where the incident took place. Early on July 31, Singh allegedly shot dead ASI Tikaram Meena and three passengers, identified as Abdul Kadar Mohamed Hussain Bhanpurawala, Syed Saifuddin and Asgar Abbas Sheikh.

According to the FIR, Singh was angry after Meena refused to relieve him from duty early despite reporting that he was unwell.
