Pakistan's problem is not necessarily the system
Its people , I have noticed it for while but in Pakistan , unlike most developed nations, we have a class of people who are illiterate or what you call ignorant - they managed to hussle - struggle or steal their way into position of authority
These group of people , have managed to get into every echelon of Society and work environment of Pakistani corporate system
Government Jobs:
Have been getting filled with high ratio of these culprits who may not have been merited enough to hold this rank , but over last 20-25 years they have been with corporate companies, and they tend to fire or eliminate competition
Its is this group of people that
a) Runs shady contract deals since they are now in Management level
b) Its this shady group that also is responsible for doing or allowing hiring of political party members
c) The same group also gets the aid money and then it uses fake accounting practices to hide it or declare it as a loss
We have the high level management ...this is still some what safe ... but the sub level management is
highly cancerous
Secondly , people in government organizations feel that they are not responsible for making profit and there is no structure in place to Punish Losses !!!
Lets take Pakistan Railways for example:
a) The railway stations are rusting away ... do any of the workers take or think its their reponsibility to maintain it
b) There is no fear in ticket collector , if someone is riding for free , thousands ride for free in Railways
c) The engineers that work on railways do they have a process in place to report things directly with government
NO ONE IS LIABLE - NO ONE IS HELD RESPONSIBLE
In china when you mess up something like pollute river in city with waste , the head of that company is hanged !!!
How about we introduce similar rules in our corporations

The real cream of crop in Pakistan the Top 10%
Already lives in USA - Europe - Australia they are making a killing and rising up the rank
The problem is in Pakistan they got NO FAT CHANCE since the "Incompotent Breed" is now in management level , who are technically only 5-8% intellectually capable compared to the real Educated class in Pakistan who now perhaps don't reside in Pakistan may be just 1 % of that intellectual class still lives in Pakistan and 0.5% of those are in army
When someone tries to oust these "CANCER in Pakistan the uneducated class out " what they do
a) They closed down the Institute of Higher Education who verifies educational degrees
b) They closed down the branch that makes sure all children get equal education
c) They start having these Rallies , and burn tires and busses to force government
How about the government start filling some Jails
This CANCER , is not alive and multiplying as these breed continues to have million children each and when their kids get older they are pushed thru same corrupt channels into corporations (government organizations)
So the bad GENE is being promoted in Pakistan which is why we are stuck in this Limbo ... for last 30 years
We really need a efforts to Cleanse out these sifarishi folks
a) We need a Educational System over haul , to promote merit
b) We need CONTROL over Universities and close down illegal ones or those who do not perform
c) We need to get jobs for the Top 10% as soon as they get out of school
d) We need to start RETIRING BAD APPLES in corporations FAST REAL FAST
Top Nations in world the TOP 10% already have high PAYING JOBS as soon as they graduate
GENETICS play a big role , when a person who is smart breed a child his child is likely to be smart and also go thru school likely
When you have a person who is politicians and has no education he stole and cheated or killed to be in power breeds his kids will also be like him (criminals) and they will do like their father ...

RESERVE ALL GOV MANAGEMENT JOBS FOR PEOPLE WHO HAVE HIGH CLASS EDUCATION FROM ABROAD - OR VERIFIABLE EDUCATION FROM TOP CLASS UNIVERSITIES IN Pakistan
If possible get a
Forigne Hiring Consulting company to help with hirings in these roles CUTTING the politics in hiring in Pakistan
PREVENT GOVERNMENT POLITICAL PARTIES TO ENTER THEIR CANDIDATES INTO CORPORATIONS
CREATE A BRANCH THAT HANDLES CORRUPTION CHECKS OF THIS NATURE
COMPUTERIZE ALL GOVERNMENT WORK
EMPLOYEE RIGHTS AND LAW SHOULD BE ESTABLISHED - GIVE EMPLOYERS POWER TO FIRE WORKERS IF NO PROFITS ARE MADE
CREATE A NATIONAL DATABASE FOR TOP 10% Students in Pakistan , and make sure 99.9% is hired by Pakistani institutes after graduation

Kill the Cheating culture and corruption during exams for Universities and Schools
by FORCE
Establish Exam centers outside of Cities , where 50,000-55,000 students they go and they can give National Level Exams where army / police control no one can pass info to students
or teachers who happen to assist certain students with answered documents
Once this system is place , we will get Merit and also the merited people will get Jobs and start fixing the cancer
*** The current local system is compromised you see teachers and people getting answered sheets and politicians making sure their kids get high marks this kills any legal and legit merit system
The schools are the breeding ground when incompetence is PROMOTED ... specifically
grade 8-10 .... and during board exams we see maximum corruption and this process stays with lives of students after they graduate they continue to see same corruption over and over again as they graduate and it becomes part of their lives
