Why the hell does the flat top look so RUSTY. Why not give a proper coating of something to hide this and protect from further rusting.

thats not rust, top decks are made of special materials which may seem dirty from different angles. Here have a read:

That link is a spam. Of course deck is coated with special materials. The point is to make it look better and not so Rusty and old. It is really depressing to see. Especially when you consider, VK is going to be the flag ship of the IN.

Perception is more important than Reality. There is a 99.99% probability that VK will never see a war. Why not just spruce it up so that it brings hope and cheer and confidence rather than have an image that remind us its an old ship.

Russian ship-building is not that exquisite as you guys expected. You pay billions to help Russian learn how to build a carrier, that's all. 
It's kinda of lavishing money in an extreme way.

It was. Gorshkov was supposed to be a carrier-cruiser, but Vikramaditya was supposed to be a carrier made by rebuilding the gorshkov. BTW, all this is well known.

2 billions could raise bunch of mature engineers that develop Carrier technology, that's what we do in the last decade.

We are building one. The INS Vikrant. We did not have that capability in the past, hence purchased from Russia. For the same reason that China bought a casino from ukraine on a pretext.

No we didn't buy it for anybody's tuition, we bought it to be our flagship. We have been a carrier centric navy for 50 years now, and we have a naval doctrine centered around a CBG. We don't need to prove that to you. If you want to know why carriers are important to a navy, do some reading.

Do you seriously believe that? India does not need carriers to tackle PN. And no military buys stuff to look better than the other. IN felt the need to have one and they bought it. People can go on criticizing the decision but the fact is people in the forces know better what is required.
