WASHINGTON U.S. Defense Secretary Ash Carter said on Thursday he would support lifting restrictions on the sale of weapons to Vietnam, in the latest sign of thawing ties between former enemies whose focus has shifted in recent years to China's military buildup.

When asked by Senator John McCain, chairman of the Senate Armed Services Committee and a former prisoner of war in Vietnam, if he would support lifting the restrictions, Carter said at a hearing: "We've discussed this in the past and I appreciate your leadership in that regard, chairman, and yes."

Carter did not elaborate, although his comments come ahead of a planned visit to Vietnam by U.S. President Barack Obama late next month.

The United States partially lifted a long-time ban on lethal weapons sales to Vietnam in October 2014, nearly 40 years after the end of the Vietnam War, to help the country patrol and defend itself in the South China Sea in the face of growing naval challenges from China. At the time, U.S. officials said future sales could include airborne systems.

Carter pledged on a visit to Vietnam last year to provide it $18 million to help its coast guard buy U.S. patrol boats.

But the United States has said that fully lifting the embargo will depend on improved human rights conditions in Vietnam.

"There are a number of factors that we must consider with regard to lifting the ban, including progress on human rights," the State Department's top human rights official, Tom Malinowski, said on Tuesday after an annual human rights dialogue with Vietnam on Monday.

South Vietnam protested to the United Nations, but China, having veto power on the UN Security Council, blocked any efforts to bring it up. The remote islands had little value militarily, but diplomatically the projection of power was beneficial to China."

Vietnam bought Airbus C-295, Sukhoi Su-30, Boeing 787, Israeli EXTRA missiles or maybe later US C130J , Fxx ...

You're wrong about loyalty. Vietnam buy weapon from Russia not because that reflect our loyalty to Russia but choose what the best from available list.

Same to the Australia deal of submarine, we buy what fit to our requirement.
The lifting of arm ban from US open the new weapon mart for us.
More choice, ... of advanced weapons.

It's better for us, just like India who buy weapons from Russia, US, Israel, ... at the same time.

Last year, US announced to donate 30 of these to Vietnam. Some is going to deliver now.
Why receiving these isn't good ? while those help Vietnam to counter illegal fishing boats ?

In contrast, to be frank the visit of President, Chairman Xi Jinping last year to Vietnam, he didn't impress us much about the good will of cooperation.

Vietnam has its right to purchase the weapons from US if the restrictions removed by the White House. I think we should all respect the right of Vietnam.

I think what should be discussed is which weapons systems are fitted to Vietnam. I mean, both from the angles of application areas and budget size. The patriot missiles? or F35?

The mart would be opened to Vietnam, but the purchase decision made by us.
Maybe Vietnam only windows shopping in US mart, and continue to buy most of weapon from Russia, if US weapons don't fit to our strategy, and budget.
In 2009, assume that Vietnam have enough money, we still can't ask Japan, Germany, France to make quote on submarines, that's why we must buy Kilo-class from a single supplier.
So we all hope for a change.

You must be proud of Tianjin Treaty.
Qing soldiers at the time is same as PLA in Korea War.
Qing come for helping Annam. So there's Chinese died in Korea 1950s and in Vietnam during 188x
And France won and chase to China

It's not as you think about China's rule.
