When did India formally ask Russia for penalty money? It was mostly Indians telling Indians deluding each other. In any case if India ever told Russia about the penalty formally and Russia would just formally tell India to take a hike. Russian Defence Minister Anatoly Serdyukov has confirmed a 12-month delay in delivering Vikramaditya (ex-Admiral Gorshkov ) to the Indian Navy (IN), saying on 10 October that the refurbished 44,750-tonne Kiev-class aircraft carrier would arrive in late 2013.


"The ship encountered a major malfunction with the main power plant and boiler," Serdyukov said at a joint news conference with Indian counterpart A K Antony in New Delhi. "I hope its sea trials will resume next April. Its transfer [to the IN] will take place in the fourth quarter of 2013."

The IN was scheduled to take delivery of the carrier on 9 December, already four years behind schedule. The latest postponement is a further setback to the navy's operational plans, senior officials said.

"I myself expressed serious concern about the delay," Antony said. "We suggested that all the agencies involved adopt a 'wartime approach' to complete the trials so that the carrier can be delivered as soon as possible."

Antony side-stepped the issue of whether India would invoke a 5% penalty clause for late delivery worth about INR6 billion (USD11.5 million) of the carrier's overall price of USD2.3 billion. Senior defence officials said India has been reluctant to enforce any such fine against Russia.
