The government panel on security issues will propose that Japan help defend not only the United States but also other allied nations by exercising the right of collective self-defense, the panel’s acting chairman said Tuesday.

Shinichi Kitaoka, president of the International University of Japan, said in an interview that the panel will state in a forthcoming report that Japan can exercise the right when “countries with close ties (with it)” are under attack and it is deemed Japan could also come to harm.

Collective self-defense is the concept of a nation coming to the aid of another that is under attack.

Kitaoka indicated the panel will not specify which countries to defend as withholding such details would be helpful in maintaining deterrence.

“There needs to be some degree of vagueness when we talk about security,” Kitaoka said.

Some experts say Japan should extend its potential use of collective self-defense to such countries as Australia, the Philippines and India.

The panel, re-established by Prime Minister Shinzo Abe, is scheduled to meet Sept. 12 before compiling its conclusions by the end of the year that Japan should terminate its self-imposed ban on collective-self defense.

Kitaoka also suggested Japan can come to the aid of countries defending sea lanes to ensure oil transport from the Middle East, describing them as “lifelines.”

Japan has been particularly concerned about China’s assertiveness in the East China Sea over the Senkaku Islands. North Korea’s nuclear and missile development is also a concern.

Under the government’s current interpretation of the pacifist Constitution, Japan does not permit itself to exercise the right because doing so would go beyond self-defense.

In a 2008 report, a similar panel limited the use of collective-self defense to coming to the aid of the United States, saying Japan should be able to defend U.S. naval vessels attacked on the high seas, or intercept ballistic missiles targeting U.S. soil.

Excellent, Japan will also gain new enemies like all the countries and people who hate India and the Philippines. How stupid is this guy? Does Japan want to make India's neighbors their enemy? Does Japan want their embassy attacked by BIFF Moros?

about whom you are talking? pakistan? do you think they will interfere or go against Japan? and BD not even in dreams...
 
@Abingdonboy @illusion8 @ares @Rajaraja Chola views guys!! Will India do any such pact?? My personal opinion says that India won't do anything like that in near future.

It's very unlikely IMHO. India seems intent on going its own course with some help for outsiders but I don't think there is much appetite to sign any pacts like this.

Nepal, Bhutan, Sri Lanka, Myanmay, Maldives don't have any problem with India. In fact neither do Bangladeshis, only a fraction of them do.

But can you say the same about Japan, South Korea, Taiwan, Philippines and Vietnam?

Once again you Pakistanis have a highly inflated opinion about yourselves and your country. Other than terrorism why would Pak figure in anybody's calculations? Economic? Got to be kidding! Military? Economy drives Mly as even your COAS acknowledged. Location? May be but thats like Arabs who are rich not becuase of anything they did but where they happen to living over (read oil. Incidentally it is the west that discovered oil and its uses).

But the problem with these countries and pakistan is that they cannot threaten Japan militarily, their miniscule navy cannot operate so far, They don't have long range strategic bombers to bombard japanese cities, They don't even have missiles that reach Japan. The best they could do is support china.

Ok. what can Nepal/ SL or Maldives do? Are they going to send their troops to fight against Japanese and leave their borders free? None of the countries you have mentioned are militarily or economically strong to challenge the Japs or the west.

Show me a Srilankan who hates all the Indians, They hate Indian tamils because they till date support LTTE.

They may not like us but the dislike they may have pales in comparison to what Pak has for India - it is in their genes. Born out of inferiority complex further reinforced by its remarkable defeat in 1971 and no-wins against India in ANY of the wars. The only wars it consistently wins/won are against its own people (Balcoch/Sindh/Pakhtuns); hopefully not for long! Even Americans may not like us or even UK but America has a strategic partnership with us and UK! Because we don't hate each other.
