This is pretty understandable strategic move by the japanese. The japanese are not nuclear armed nation and they depend on US for defense. The recent soft withdrawal of US forces from Asia (no matter how much spin they give about Asian Pivot)

if japan start to build their military, i dont think their asian neighbour would appreciate that.. China certainly wont, South Korean also wont tolerate another militarized japan. If japan try to be nuclear equipped nation, it can expect first strike from the chinese (with tacit approval from the korean and certainly most asian nations)..
