WASHINGTON - President Donald Trump is “not satisfied” with the progress made by Pakistan in its fight against terrorism and the US for the first time is holding Islamabad accountable for its actions, the White House said hinting that US pressure on Pakistan to be enhanced in coming days.

The remarks by White House Deputy Press Secretary Raj Shah came amid the ongoing meeting of the Financial Action Task Force (FATF) in Paris where US is leading efforts to place Pakistan on an international terror-financing watch list.

“I know that we have restored some clarity in our relationship with Pakistan. For the first time we’re holding Pakistan accountable for its actions,” Shah told reporters.

“We’ve seen modest progress in terms of Pakistan’s actual acknowledgement of these concerns, but the President is not satisfied with progress when it comes to Pakistan,” Shah said responding to a question on the progress made in the President’s South Asia Policy which was announced in August last year.

Trump while announcing his South Asia policy had accused Pakistan of harbouring terror outfits and asked it to do more in the fight against terrorism.

“The US is working closely with our partners in Afghanistan. We’ve made significant progress against ISIS, reducing their presence and eliminating hundreds of fighters.

We’ve eliminated their top leaders, and we’re working relentlessly to target their leadership and bases wherever they emerge,” Shah said.

Exactly my sentiments @Clutch. Good riddance to USA. We never had common interests with USA from the beginning. It's time to ally with China, time to let China have all the contracts in Pakistan.

Jim Mattis said Friday, despite concernsthat the move could risk critical access for U.S. troops in neighboring Afghanistan, cede a key ally to China or that it presents Islamabad with an insurmountable task.

"We've been consistent for some time about certain terrorist groups that have had havens in Pakistan," Mattis said of the message the U.S. has communicated to Pakistani leadership. "When it comes down to certain things, I don't think there's any misunderstanding at all."

The White House on Thursday said it would suspend upward of $900 million in security assistance to Pakistan until it starts taking action against terrorist groups like the Taliban and Haqqani network that operate in Afghanistan and retreat to Pakistan's remote northern mountainous regions. The U.S. plans to restore the aid, organized by the State Department and largely furnished by the Pentagon, once it's satisfied Pakistan has complied.

Mattis said Friday the decision was part of a new strategy for the 17-year-old war in Afghanistan that includes a broad, regional approach.

When asked about whether Pakistan could restrict access to air or ground lines of communications with allied troops in Afghanistan, Mattis said, "No, I'm not concerned about them." When asked about reports that China might consider stepping in to supply Pakistan with military support – as Russia has tried to do with U.S. allies like Turkey – Mattis said, "No."

And when asked whether the civilian government in Pakistan could complete the task of eliminating terrorist havens – amid concerns that terrorist groups like the Haqqanis have found favor inside institutions like the powerful intelligence service the ISI – Mattis said, "The Pakistan government is capable of what we're trying to do together. Yes. Absolutely."

The immediate response from Pakistan, however, has been furious. Pakistani officials said the latest U.S. request is counterproductive and that it is "shifting goal posts" on what it expects from them, Reuters reports. The main categories of aid that would be affected are financing to Pakistan's military, which funds its ability to buy U.S. military equipment and support, and financial assistance for its counterterorrism operations.

Discussing where the Trump decision leaves the alliance, Pakistani Foreign Minister Khawaja Muhammad Asif told The Wall Street Journal, "We do not have any alliance" with the U.S., adding, "this is not how allies behave."

Security cooperation with Pakistan has been both a critical and troublesome feature of the ongoing U.S. war against terrorist groups in and around Afghanistan. Including its vacillating campaign to police the northern Federally Administered Tribal Areas, the Muslim nation has endured more casualties in that conflict than the entire U.S.-led coalition next door. However, relations between the two countries reached an all-time low in 2011 when the Obama administration ordered a mission to kill Osama bin Laden in Abbottabad, reportedly amid concerns that the terrorist leader's refuge was known by some top members of Pakistani intelligence and that forewarning could upset the operation.


The U.S. has continued conducting covert drone strikes against terrorist targets in Pakistan, though it's unclear how many of them were in coordination with Islamabad, which regularly endures widespread public protests over the killing campaign.

President Donald Trump has warned for months that he would take a harder line against Pakistan, saying in August he would put an "immediate" end to its harboring terrorists, though at that time he did not spell out any consequences for not doing so.

In October he tweeted, "Starting to develop a much better relationship with Pakistan and its leaders. I want to thank them for their cooperation on many fronts."

Yet on Monday, Trump tweeted that billions in U.S. aid to Pakistan over the last 15 years had resulted in nothing but "lies and deceit, thinking of our leaders as fools," and cited the reported terrorist havens.

"No more!" he added.

Mattis said Friday that the U.S. should not expect immediate results from its coercing Pakistan.

"It's going to take years for all of this to play out. You can see the amount of disarray in the world right now" he said, also citing the ongoing wars in Iraq and Syria. "This just takes time."
