You are now mixing political issues with policy and strategic issues. I am not privy to any closed door meetings in such high offices, so I cant say or question their sincerity at this level. But the reason I cannot go with your line is that Ababeel was actually tested when Bajwa was COAS along with NS as PM (who is accused to be even less patriotic in some circles and is accused of being a sellout to even India!). So unless we have concrete information about the program, we cannot create theories and try to fill the picture according to our desires. The absence of test can be due to so many other plausible reasons - here is one reason I can think: how do we even know the first test was even successful, maybe certain parameters required further development. Now this is completely hypothetical, and just because we do not have a test today, it doesn’t mean the previous test was unsuccessful or in a more fantastic case there is a secret lobby who was able to stop Ababeel development.

The problem is you are basing your arguments on a very weak premise and mostly assumptions. Whether Ababeel program was initiated under Raheel Sharif or even as back as Kayani/Musharraf time, no one knows. Program initiation to development to testing cannot be done in one persons tenure. Did a quick search on Youtube and worked out that in the last 2 years, whole Shaheen series has been retested/revalidated Alhamdolillah.
In 2019 Shaheen-1 (650km) & Shaheen-2 (1500km) and now in 2020-21 Shaheen-3 (2750km) & Shaheen-1A (900km). Unless the 2019 ones need to be done again for new navigation system purposes, by Gods grace the whole Shaheen series has been retested and revalidated.
We also keep testing Ghaznavi and Abdali as well as Nasr, which probably means only perhaps some variants from Ghauri missile series may be remaining and Ababeel.

in short range were are now focusing on multiple launch systems. While in longer range shaheen series looks to be mainstay system.

all the recent test were conducted by Operational units of Armed Forces of Pakistan ... none was a new system [other then Fathey MLRS] so it is a simple fact that test of these systems were conducted to validate launch parameters by operational units responsible for operations and deployment of these missiles.

ALL test were showing the OPERATIONAL status of those missiles, therefore we can say that Research, Development and Operational Deployment phase of the existing systems of Pakistan known publicly is completed.

What new capabilities new Missiles programs or Missiles systems will unveil is not known publicly other then the announced new hyper-sonic Anti-Ship Ballistic Missile by previous Navy Chief or may be new MIRV missiles system as expected by many defence enthusiastic.

Missile programme has less to do with the GHQ and more with the SPD and the scientific organisations. Some of the developments likely take place based on services requirements issued from the PA, PAF and PN. For this reason, the SPD works with and under the JSHQ's patronage and not GHQ's. This, however, is not to say that the PA has no influence over the developments, especially since the CJCSC is usually from the PA and the COAS is by-and-large influential everywhere.
