I am sure no sane person would ever use nukes anywhere. If we have a theory of deterrent to stop a conventional war, valid or unvalid, we have more than enough already. There is no rationality to produce more. Better make friends with India, and de-malitarize as much as we can and spend the money spared on education of our children. Avoid the path of a poor and ignorant nation living with hatred for its neighbors and live like educated, self-respecting and well off people who are friends with their neighbors. Sometimes a wise enemy is better than a foolish friend.
