Hi another foreseeable environment in future for more procurement can be related with CEPEC specially fully operational Gawadar port & then to take in & out cargo related duties will include more Naval role
beside that Indian/USA/ and to some extent even Australian are putting pressure toward Chinese naval ships it will be in the best interest of China to ward that pressure off from their back to some extent while strengthening the PN to roam around itself with more confidence building measures

2025 timeline is not believable as far as PN frigates are concerned.

Per initial reports all 4 of them were supposed to be delivered by end of 2021. However now it seems only 2 will be delivered to pn by 2021 and for the remaining it might be end of 2022.
