i am not a defence expert but when it comes to manufacturing china is not where it was 10 years ago, china has moved up 25 years in every sector in last 10 years. and from waht i have seen in other sectors, their manufacturing is as good as it get

yes 15 yeasr ago china economy was size of india, had little home grown products but china took advantage of Russian economy crash in lat 1990s(when their GDP dropped to whats pakistan GDP today!) and brought every piece of technology, nd built upon it


Life of Chinese ship is short due to corrosion caused by higher level of Salinity in Indian Ocean and Persian gulf. if we compare them, American and Erupoen ships are better.
 
STM is unveiling a new frigate for the Colombian Navy on Monday - CF3500.

If nothing changed, The information received about negotiations are about I class frigate for Pakistan which means;

Modified Milgem hull + VLS equipped in acc to Pakistani requirements to name with a different name = I class in Turkish ! :)

Before anything a lot of IFs have to happen, but if there's a I-Class/CF3500 ship in the PN, then I think the VLS will be for MR-SAM. Basically, the MILGEM would serve in the same role as the F-22P, as a general purpose patrol FFG with standard AShW, ASW and AAW capabilities. However, if the Chinese FFGs already on order are based on the CSOC 4,000-ton design, then there's a possibility that they could fit the Babur LACM on it (specifically the design without the targeting illuminator and longer VLS cells - see below):

Basically, each PN task force could have 1 4,000-ton FFG supported by either 2 F-22P OR 2 I-Class/CF3500 FFG. In that three-ship force, all of them would have solid ASW and AShW, while the 4,000 FFG can theoretically offer long-range AAW and the F-22P/I-Class with mid-range AAW (if F-22P are upgraded).

A 16 cell VLS on Ada is also possible near the bow deck, if the corvette is lengthened by a few metres. Frigate designs don't come into the equation as the corvette negotiations are said to be at an advanced stage.

STM, which has played a critical role in Turkey's major military shipbuilding projects, From design to construction, from industrialization to exporting, many areas play a leading role. We got information from STM General Manager Davut Yılmaz about STM's work in this area and the latest status of its projects.



MSI Magazine: STM is a ship designing, managing shipbuilding and delivery process; but not a shipyard. How do you position STM on this tableland in the field of marine platforms? For example, for STM, can we use the "master contractor" statement in this field?

Davut YILMAZ: In STM's military shipbuilding projects including white-collar engineering staff and submarines; we can define it as a firm that works with the shipyards that attach importance to the development of our shipbuilding subsidiary industry and industrialization and pioneer the continuity and development for the future and attach importance to industrialization and export.

Thanks to our staff staff, organization and experience we have gained in the field of shipbuilding and design, R & D, detailed planning and discovery, system-product procurement and supplier management, project and contract management and ELD activities with domestic experience in submarine modernization the project; we continue to work abroad as the main contractor for the Project of Supply of Pakistan Sea and Submarine Semi-Long Life Modernization Project of AGOSTA Class. On the other hand, our work towards becoming the main contractor continues in various military shipbuilding and modernization projects both at home and abroad.

In this context, I would like to state that STM will fulfill all kinds of duties for qualified and competent engineers and technical personnel and military ship projects.



MSI Magazine: How do you see this position of STM when you look around the world? Are there any other companies that you can evaluate in the same position as STM?

Davut YILMAZ:Military shipbuilding and modernization projects; long-term, institutional organization and development are required, formulated according to state policies, strategic area with a precaution. When examining the world's examples, there is a state-authorized pioneer actor in every country on military ship projects. It is not easy to find a source of human and infrastructure that can carry out a project in one country, more than one frigate or submarine. It is essential for these projects to conduct and develop such strategic projects under government control, and to co-ordinate the high engineering resources of the country from one source. When you look at the most developed countries in the world such as France, Germany, Italy, Spain, the state-controlled engineering establishment, that it organizes the resources of the country in the best way and provides scientific development; we can see that it attaches importance to industrialization and as a result turns into a brand that compete in the world market.

STM continues to negotiate and work to meet the needs of MILGEM, Pakistan and Saudi Arabia.

The most appropriate and experienced structure to fill this gap in our country as an organization with the ability to manage military vessels, especially combat class watercraft - frigates, corvettes, assault boats - and submarine ships' construction projects, including the design phase, testing and experience phases, is undoubtedly STM 'dr. We have recently become a well-known and sought-after brand in Colombia to Indonesia, both through our projects and our active business development activities. We believe that with the right planning and strategies, our present position will rise even faster, and we will provide much greater contributions to the Turkish defense industry and economy.



MSI Magazine: What kind of a strategic product is STM's maritime development?

Davut YILMAZ: The National Ship (MILGEM) project, which was planned with the great vision and decisive attitude of the Defense Industry Undersecretariat (SSM) and Naval Forces Command (Dz.KKLIĞI), designed and constructed using the maximum of the national opportunities of Turkey; is one of the most important defense projects of recent years.

Tender for the MILGEM project was first opened by SSM in 2000; but the project could not progress. As a result of this experience, there has been a need to create a structure that will lead to the creation and preservation of knowledge and experience in an institutional structure, defense and development, industrialization activities in the field of military shipbuilding.

The MİLGEM project was shaped in 2004 by the strong will that Dz.KKLIĞI and SSM had for the sake of putting the project to life and the project model they set out.

Within a period of time until sunrise, STM has a core team of specialist and key staff and submarine platform, who have significant professional experience in their fields, have worked in military projects, recognized the industry, and have a core team in the field of super-military ship projects according to their specialized branches. outsourcing consultancy, design, modernization, feasibility and industrialization activities, and a structure that can pioneer this issue has been established.

Generally speaking, in Turkish industry, the manufacturing industry, including the shipbuilding industry, has a large facility, infrastructure and human power for manufacturing in the branches such as machinery and electricity; design, engineering and R & D. We believe this is the field that needs to be developed. STM, as our government and sovereign pointed out, is a company that has adopted the strategy of completing the deficit in this area, especially in military marine engineering.

At present, STM is the only organization in Turkey with an engineering infrastructure for submarine platforms, besides DKKKLI.



MSI Magazine: Activities related to marine platforms, when we look at STM in general; how do you rate it in terms of criteria such as turnover, number of employees, number of projects?

Davut YILMAZ: You know As STM, we have three core business areas: Engineering, Technology and Consulting. Marine Projects, which is engaged in the field of engineering, continues its activities in 5 different settlements including Teknopark İstanbul, Istanbul and Gölcük Military Shipyards offices and our ongoing projects in Pakistan and our offices located at two separate shipyards in Karachi.

The number of white-collar personnel reached to 170, and for the marine projects, MILGEM, New Type Submarine, AY Class Submarine Modernization projects in Pakistan; Marine Supply Supply, AGOSTA 90B Class Submarine Semi Lifecycle Modernization and Ormara Naval Base Hydrographic / Oceanographic Survey and Harbor Design projects.

The total value of our ongoing marine projects is about $ 800 million. Deniz Projects Directorate is one of the most important units of our company when it is evaluated in terms of the number of employees and the amount of ongoing projects and annual turnover figures.

STM's work on submarines also includes the modernization of submarines of the AY class.

MSI Magazine: STM has undertaken important tasks in the MILGEM project and created an ecosystem. signed contracts with a total of 75 private sector firms for the supply of services and materials and supplied approximately 9,200 pens of material. Did this ecosystem reach the width and depth you desire? Do you have a message for companies that want to join the ecosystem?

Davut YILMAZ:In the MILGEM project, a system of 70% of the locality was realized and the systems, devices and materials used in shipbuilding and equipments were provided by the local industrial business association. In this context, before and after the procurement contracts signed with our subcontractors; intensive engineering activities were carried out in design, product development, detailed production planning, documentation, certification and production stages and materials, devices and systems complying with military standards and military standards were designed, produced and successfully delivered. Local industrial companies that we work together in the MILGEM project prefer to work with STM and are also involved in MILGEM, ongoing military ship projects in the country and in the Marine Supply Supply Project, which is being constructed in Pakistan. Many companies in Turkey, the potential to contribute significantly to the construction, equipment and modernization of military naval platforms and reach the potential for production. One of the key objectives of STM is; localization, increase in domestic contribution and contribution to the development of the domestic industry. The availability of product standards, such as the creation of domestic product standards and the western countries, provides for ecosystem development and expansion by increasing competition.

State Planning Organization's 2004-2006 Shipbuilding Sector Report; chemical tanker, container, and cargo ship, which is 14-15%. This value has reached 60% today for military vessels. Our aim is to show our utmost effort in the field of industrialization at the maximum level so that this value can be carried further up.

In this context, the continuous expansion of the ecosystem, in accordance with the criteria I just specified, is our greatest desire. In order to increase the share of the population, the formation of new firms that can compete with the existing ones in the ecosystem is a desirable situation. Our expectation from our supplier candidates and our suppliers is that they should not be afraid of being involved in military projects; to improve their product ranges by raising the standards of military material, equipment and systems production; skills and support in the course of the design, development and production of domestic products and systems.





New Export News Near

MSI Magazine: STM is officially authorized to export MiLGEM. It is also known that Saudi Arabia and Pakistan are interested in MILGEM. What is the latest situation with these countries supplying MILGEM?

Davut YILMAZ: I would like to emphasize that STM has made an effort to export this competency abroad since 2006 when the first ship of the first ship TCG HEYBELIADA was made in the MILGEM project. War ship or exporting this ability abroad; patience, continuity, expertise and a process that requires coordinated work. During IDEF 2017, the Letter of Intent was signed between the Defense Ministry of Pakistan and the SSM for the Pakistan Naval Forces, which covered the construction of four MILGEM class corvettes. Subsequently, in accordance with the wishes of the Ministry of Defense of Pakistan, we offered our offer to them. Technical negotiations are still under way within the scope of the contract negotiations. In the near future, it is planned to progress and finalize all aspects of the contract negotiations.

We are also working with Saudi Arabia on MİLGEM export. Within the scope of the project, we aim to start negotiations on final contracts with Saudi Arabia within a short period of time. At least one of the vessels to be built continues to work with the design, materials and project management of STM in a local shipyard in Saudi Arabia.

The construction of the Pakistan Marine Supply Ship at Karachi Shipyard was also a demonstration of its ability to build STM-designed ships at different shipyards. MSI Magazine: Are there countries where you conduct negotiations outside of Saudi Arabia and Pakistan under your export studies? Would you give information about the current status of your work in these countries?

Davut YILMAZ: We are actively engaged in business development activities in a wide range of projects, from Colombia to Indonesia, both within the context of new shipbuilding and modernization projects. As an internationally recognized and competitive company we will be successful on behalf of our country; We continue to work intensively to sign new projects that will create job opportunities for our weapons and sensor manufacturers, private sector shipyards and companies operating in the shipbuilding subsidiary.



MSI Magazine: What kind of building program does STM propose for MİLGEM in its winning auctions? For example, will you work with a shipyard in the country or do you have another plan?

Davut YILMAZ: We can answer this question by giving examples from the works of the world's leading companies. For example, everybody knows that a frigate or submarine in France is now being built by the Naval Group - formerly the DCNS - firm. However, the extent to which DCNS does these projects is not generally known. The important thing is that DCNS has expert engineers who can carry out these projects in any way around the world.

In this context, STM can easily construct other types of military vessels in Turkey, either in ADA class corvettes or in any shipyard which has a document of permission for military shipbuilding production and has sufficient physical infrastructure. We can illustrate this approach, which is carried out at STM's main contract, that the Pakistan Sea Supply Ship is built at Karachi Shipyard, or that AGOSTA class submarines are modernized at Pakistan Naval Forces Shipyard.

In addition, it should be emphasized that exporting activities: the majority of the countries that are in the customer position in the world want to build the military vessels they demand, as we did 30-40 years ago, in the shipyards of their own countries and with the maximum participation of their own industries. It is also necessary to meet this naturally. The important thing is that we can realize the projects in this scope; engineering knowledge and experience, and possessing and maintaining them.

With the MILGEM project, we have gained great experience in Pakistan construction and modernization projects, even though we can not own a shipyard and we know very well how to make a military or private shipyard, production process and project management. We will provide our experienced and experienced staff and organization who knows the shipyard operation and operation with friendly and allied country's military shipyard or private sector shipyard; we believe that we can build MILGEM corvettes or similar platforms in the best possible way with all technical services such as design, product package and construction detail planning, project management, production management, in-house construction activities that require special features and competence. I would like to emphasize again; as long as we do not dictate from the countries we have proposed that the project should be completed in their own countries,



MSI Magazine: What will STM do in the context of the hydrographic / oceanographic survey and port design tender for the Pakistan Defense and Production Ministry, which we won last July? What kind of new projects and business areas will this tender open in front of STM?

Davut YILMAZ: Naval bases are military structures with a major precaution in the defense strategies of countries as an important naval power element. The most valuable warfare platforms of the naval forces; they are hosted safely, they are always ready for their duties, all kinds of technical and logistic support are available 24 hours a day, friendly and allied elements; peace, tension and crisis, are the main defense structures to which they transfer power.

That the Pakistan Navy's strategically important and constantly developing military base has opened up to this development; hydrographic / oceanographic survey and port design. As a result of this tender, STM has found a chance to pass on another competency. With this project, we will carry out the modernization of the coastal facilities serving the floating elements of the naval forces as well as the projects directed to military ships.



MSI Magazine: In the past, STM, which successfully completed the AY Class Submarine Modernization Project and continued its work in the New Type Submarine Project, exhibited a model of the 1,700-ton submarine design in IDEF 2017. What does STM aim to do in the context of national submarine work?

Davut YILMAZ:Submarines are one of the most technologically advanced and complex platforms after space vehicles. In order to design a submarine starting from scratch, it is obvious that you should move all the possibilities and capabilities of your country to the submarine. Generally speaking, the design should start with scientific researches first made in university and research institutions and engineering organizations; to continue with the development of critical technologies for submarines and to bring together a design team of up to 500 people. We are exhibited at IDEF 2017, we are a product of 1700 tons of displacement undesigned, concept / preliminary design level design work. The development of our competency in this field,

As STM, we have been working for our country to realize this goal for almost 10 years. Ourselves, our stakeholders in the industry and our educational institutions, contracts etc. we signed. We are trying to prepare by providing information transfer and engineering support through agreements. For example, this year we will organize a contest for underwater technology and design only between universities and undergraduate and graduate students without any restriction, to increase the number of academic studies on submarines this year and to provide awareness about submarines. As STM, we are aiming to be a sufficient number for the National Submarine design activities to be realized with the common participation of all the institutions, as I mentioned, the submarine design cadre that has already exceeded 40 points.



MSI Magazine: Another platform where STM exhibits models during IDEF 2017 was the Air Defense Warfare Frigate. What roles does STM want to undertake in the Air Defense Military Frigate (TF-2000) Project?

Davut YILMAZ: As STM, we continue to work to meet the air defense frigate needs in the world market. With our designs we are targeting multi-purpose frigates, as well as platforms with a strong air defense capability. In the TF-2000 project, together with SSM and DZKK, we want to design the ship from the very beginning in a common working environment. The design and production capability and experience of STM's war ship is very high. We are the company with the most deep knowledge and experience in the private sector in terms of combat ship design and construction such as corvettes and frigates.

By taking on the responsibility of the main contractor, we consider that in the direction of the SSM and DZKKLI targets, we can be given the best ship and equipment to serve our country's defenses.



MSI Magazine: In the Turkish Type Assault Project, STM's design is also among the competition candidates. If the design of STM is chosen, how will the construction of the boots become? Where will the boats be built?

Davut YILMAZ: Our FAC-55 is a platform that we have been working on for the Turkish Type Assault Boat Project, we have done experiments and proved itself; our goal here is to design the best that will serve our navy. We see that we meet the demands with our analysis and creative solutions. When we proceed with the FAC-55, we aim to produce a shipyard with the best construction capability to match the specifications of the platform. During the construction, in accordance with the timetable, provide the system supplies; coordinate with our main sub-contractors; we aim to perfect the quality control and testing successfully and to provide an excellent platform to serve our equipment.

I would also like to point out that our launchpad design attracted great attention and reverberation in the international arena.



MSI Magazine: After 10 years, what are you aiming at seeing STM's activities for marine platforms?

D avut YILMAZ: It is a matter of importance in terms of the national military shipbuilding capabilities, particularly the original design, engineering skills and the continuous development and continuity of knowledge, the countries that believe and need maritime power. Indeed, countries such as the United States, Germany, Britain and France have developed their talents with their own programs, organizations and policies, and we are observing that they have a say in the world's military military shipbuilding market. In military shipbuilding projects, it is important that the engineering team, which specializes in intellectual knowledge and institutional development and development of the experience, continuously maintains in the organization.
