Dont you think we have calculated all possible scenarios and counter scenarios before deploying tactical nukes? Yes Pakistan is a small country but has missile range that covers almost entire India. If a nuclear exchange does happen between India and Pakistan, only a naive will believe that India can come out of it as a winner.
Your defense system is still infancy while Pakistan is moving towards deploying MRIV on our missiles. So there is a counter for every counter and our pattern shows that we are confident with our capabilities.
