I suggest we look at the pitiful state of our own navy before delivering "cut price ships". If our economies of scale were that great then we shouldn't have had any problems increasing the size of our surface fleet.

pakistan can only make the hull of the ship, the compartments etc. but not the things that truly matter i.e propulsion system, combat systems, radars, electronic and electrical systems used in the ships and so on....hum sirf chhilka bana skty hain, usky ander ka saaman phir kisi aur sy khareedna paray ga.
and i agree with a comment earlier that said that f22p is a corvette. bhai only 8 SAMs and those have a very small range.

Does Pak import warship grade steel or produces on its own for the purpose of shipbuilding?

If it does produce on its own then a source would be appreciated.

Trust me , we do not really believe in your " No First Use " . So even if the future Govt changes it , the situation on the ground remains the same . First , Second or Third , we both will be going away at the same time , there's enough on both sides to ensure that combined with the lack of ability , expertise and equipment required to perform a " decapitation strike " to prevent the other side from launching its arsenal .

Qatar is not short of Money they will pay ... but we need to get out of this Discount price mentality they have $$ to spend

I think the best way for PAKISTANI ship yard to make wave is to construct

10 Frigates for Pakistan Navy
5 Destroyers for Pakistan Navy
7 Corvettes for Pakistan Navy

After such an initiative they can think of sales to other countries

And no need for discouts countries that need to protect their Sea will pay $$$

Only South Asians love to lover their price , thinking just by selling cheap people will buy from them ... instead of selling at market price

Forget looking at "top" shipbuilders from Italy, Britian, US, Russia and China, It doesn't even come close to shipbuilders in it's own vicinity
