India, Pak resolve matters relating to filling of Baglihar dam

India and Pakistan today resolved the issue relating to the initial filling of Baglihar dam in Jammu and Kashmir with the neighbouring country deciding not to raise the matter further.

The decision was arrived at the talks of Permanent Indus Commissioners of the two countries who are meeting here.

A World Bank appointed expert has already given a decision in favour of India.

"The two sides discussed the issue at length without any prejudice to each other's stand...Indian and Pakistani teams resolved the issue relating to initial filling of Baglihar dam after discussions," sources said.

Pakistan also agreed not to raise the issue further.

Islamabad had claimed it was not getting 55,000 cusecs of water at Magrala when India filled up the dam commissioned in October, 2008. India had contented that water as per the 1960 Indus Water Treaty was being provided to Pakistan.

Pakistan had moved the World Bank for arbitration on Baglihar power project built on Chenab river in Jammu and Kashmir. Pakistan was objecting to the design and height of the dam.

The World Bank appointed a neutral expert, Richard Laffite who held separate discussions with representatives of the two countries and visited the dam site.

After thorough deliberations, the expert gave a go-ahead in February 2007 to the 440 MW project in Doda district with some suggestions for reduction in the dam height.

Under the Indus Water Treaty, Pakistan has exclusive right over three of the common rivers -- Indus, Jhelum and Chenab -- while India has exclusive right over Sutlej, Ravi and Beas.

Kishenganga is a tributary of Jhelum river.

At the meeting, held annually, Pakistan also raised certain objections to the Nimoo Bazgo hydel power project and the matter would be further discussed in the next meeting likely to be held in Pakistan.

According to NHPC, the project is a run-of-the-river scheme to harness the hydropower potential of river Indus in Leh district of Jammu and Kashmir. The project is likely generate 239 Million Units (MU) of power.

Why is this issue being used to

(a) Crow that we Indians were right, and try to rub it in?
(b) Claim that the only reasons GOP gave way is because they are sell outs?

It's a debate that has - seemingly - ended. I thank GOP for reacting maturely. Move on.

Perhaps both sides should use equal maturity in settling our other differences, instead of random lashing out.

This means that we have traitors sitting in the govt chairs who can not deal with a water thief.

Or some hard core conspiracy theorists sitting on this forum who are incapable to see any thing in a positive light. Sometimes, things are as simple as they seem

maybe they are the sane ones in this insane world of hate. Blaming the so called "Pro-India"elements seems the easiest thing to do.

.
Now that even GOP has accepted the truth..probably it is very difficult to digest for some members for unknown reasons..

Sir good points...However what i am surprised is that how much to core our Pakistani Friends are convinced that India is stealing water....They are ready to admit that Pakistani Govt has sold out to Indians on this matter...Neutral observers, GOP, GOI nothing matters....

India, Pakistan resolve Baglihar issue

NEW DELHI: India and Pakistan have resolved at the meeting of the Permanent Indus Water Commission here the issue of water flows in the Chenab river being affected during the initial filling of the Baglihar dam in 2008. Pakistan has decided not to raise the matter further.

However, the differences on the design of the 45 MW Nimoo Bazgo hydel project on the Indus river in Leh district remained at the end of the third day of talks here on Tuesday. The matter will be discussed further in the next round of talks to be held in Pakistan this or the next month. “We have resolved the differences on the initial filling of the Baglihar dam (in Doda district in Jammu and Kashmir) in 2008 in a spirit of cooperation and goodwill,” Pakistan's Indus Commissioner Jamait Ali Shah, who heads the country's delegation, told The Hindu here in an interview.

He said Pakistan felt the procedures and parameters in the Indus Waters Treaty were not followed during the initial filling of the dam, resulting in reduction of flows in the Chenab near the Marala headworks. However, during the talks, “India gave the assurance that it will be careful in future and Pakistan has accepted that in spirit of cooperation and goodwill.”

Sources on the Indian side confirmed that the issue was resolved but asserted that the “filling of the Baglihar dam was in accordance with the treaty and the differences were on the manner in which the water flows were measured.” Pakistan's objections had come after a World Bank appointed expert had adjudicated on the dispute between India and Pakistan on the design of the run of the river dam. On the Nimoo Bazgo project, Mr. Shah said his country had objections on six counts. “India said it would come back with requisite information after a week. We hope the matter is resolved amicably in the Commission.''
