Indian attempt to stop Pakistan’s water can be seen as act of war

ISLAMABAD: Prime Minister’s Advisor on Foreign Affairs and Security, Sartaj Aziz said an attempt by India to block Pakistan’s water could be seen as an act of war.

Speaking on the National Assembly floor, Aziz said China would get justification to block Indian water if New Dehli did the same to Pakistan.

Sartaz Aziz briefed lawmakers on the Indus Water Treaty starting that international law prohibits Indian from unilaterally changing the treaty. He said the treaty was not even suspended during Kargil and Siachen wars.

He said that if India violates the treaty Pakistan can approach the International Court of Justice.

Indian Prime Minister Narendra Modi met with officials on Monday to review provisions of the Indus Water Treaty with Pakistan.

According to Indian media, New Delhi ruled out cancelling the Indus Water Treaty with Pakistan but is looking for ways of increasing its use of waters that flow from India but are controlled by Pakistan.

During the meeting Modi was quoted as saying “water and blood can’t flow at the same time”.

India media quoted official sources as saying the meeting decided to suspend further water talks and increase the utilisation of rivers flowing through Occupied Kashmir to maximise India’s share.

The meeting was attended by Foreign Secretary Subrahmanyam Jaishankar, National Security Advisor Ajit Doval, Principal Secretary Nripendra Misra and other officials.

The decision to review the treaty with Pakistan comes following the Uri attack in Occupied Kashmir in which 18 Indian soldiers killed.

Former Indus Water Commissioner Jamat Ali Shah on Monday slammed India for threatening to block the flow of water into Pakistan's Indus river.

"What should we believe of what the Indian PM says: ending poverty or blocking flow of water into Pakistan," he said. "This is open economic terrorism."

The former commissioner expressed fears that if the Indus Water Treaty ended then neighboring arch-rival may build up dams on Jhelum and Chenab rivers.

India revoking treaty may not mean anything to WB, But should matter to Pakistan because of it being lower riparian state. Revoking treaty BTW is not intention of current dispensation. At least for not another 10 years.

No point in arguing with Pakistanis. Let them feel good and have faith in India's good intentions and let them have high regards about Indian govt. Let Pakal dul, sawalkot, burrsar, Kishan Ganga, Baghlihar II etc dams come up. Let each filling of these dams block the waters. After India maximize the usage as per the treaty the next phase of dams which will be the violation of the treaty.

As of now the dams in the pipeline will take atleast a year to fill. The question is not Pakistan here. The issue is the serious of the Indian govt. in construction of these dams. These will take a few years but will have a deadly impact on Pakistan.

You know all of these are run of the river projects with very little to no storage capacity. And Pakistan would get water in the end. :lol:

Anyways whatever gives a better sleep to you fools after Uri attack. Might give some solace to you fanboys after all the big talk about war and surgical strikes. :)

We never had anything to worry about IWT. Its your media and right wingers getting their panties in a twist over it.

And like I said earlier, you can't "suspend" a commission that has members from three different parties. At most you can stop your officials from participating in its meetings. The commission will still be there even if there is no Indian in attendance. The treaty will still be there.

What do you we "cant" suspend a commission ?

We have ALREADY suspended the Indus Water commission. Its PAST tense. Read the Dawn for confirmation.

The commission itself requires TWO commissioners, one from India and another from pakistan. In absence of one of the two commissioners, the commission cannot hold any meetings and the minutes of the meeting it holds WITHOUT Indian members has not legal sanctity.

So all the best for holding the meeting in absence. LOL.

But as I have said earlier, the IWT itself continues to be alive on paper. So all the best. It is as much relevant as the Simla Agreement.

Whenever this happens, feel free to try & find a court which has jurisdiction. ICJ has no jurisdiction on matters between India & Pakistan.

Because you have no other choice. go nuclear and you will make your own river radio active. We wont even have to do anything. Probably valley will get flooded with radioactive water. That will be a matter of concern for us, as we love valley people so much.

ISLAMABAD - The main opposition in the National Assembly session yesterday sought the government’s immediate stance over India’s threat to suspend the Indus Water Treaty.

Considering the suspension of the treaty as the first step towards declaring a war, PTI’s Shireen Mazari said the government should immediately respond if India violated the treaty signed between the two countries.

“Why has the government still not come up with its response to this important matter? What will be the response if India suspends the treaty?” questioned Shireen Mazari, criticising the government for not paying proper heed to the important national issue.

“Are the prime minister and the government under any pressure on this matter?” she said, criticising Nawaz Sharif for not highlighting the Indian involvement in Balochistan and the issue of Indian spy Kulbhushan Yadav in his speech at the UNGA.

“Indian is threatening us and this government has still not shared any stance with the parliament,” said Mazari, asking the government to take the Kashmir cause seriously. She also criticised alleged inefficiency of Kashmir Committee headed by JUI-F chief Maulana Fazlur Rahman.

Talal Chaudhry from the treasury benches said Kashmir issue was highlighted by Prime Minister Nawaz Sharif in a well manner. “We do need to indulge in point scoring on some of the matters. All of us should stand by the government over national issues,” he said. Nawaz Sharif’s speech has provided a boost to the Kashmir cause as the matter has been debated internationally, he said.

He further clarified that the incumbent government was not under any pressure. He said PTI’s Shah Mehmood Qureshi had also lauded the prime minister’s address to the UNGA.

PPP’s Abdul Sattar Bachani, on his turn, supported the stance of both the government and PTI. “We are on one page on the Kashmir issue,” he said.

Supporting PTI’s MNA Shireen Mazari, Jamaat-e-Islami’s Tariq Ullah, said the prime minister should have taken the parliament into confidence before leaving for the US. However, he lauded the PM for raising the issue of Kashmir at the UNGA.

A senior MNA from PML-N, Khadim Hussian, lauding the prime minister’s speech, said the entire nation was united against the enemy in case of aggression. Other MNAs strongly condemned the Indian forces’ brutalities and human rights violations in Occupied Kashmir. They said Indian forces were committing grave human rights violations in the held territory by using pellet guns against innocent women and children.

Leader of Opposition Syed Khurshid Shah, on a point of order, sought response of the government for imposing heavy taxes on electricity bills without any reason. Other lawmakers wanted to speak on the issue, but PPP’s Imran Zafar Leghari pointed out lack of quorum in the house.

“No minister is in the house to listen to such an important matter. Strength of the house is also not enough,” said PPP’s Imran Zafar Leghari. Deputy Speaker immediately adjourned the house after these remarks of PPP’s young MNA, as only 35 MNAs were sitting in the house.

Leader of Opposition Syed Khurshid Shah criticised the government for imposing heavy taxes on electricity bills. “The government should brief the members about imposing extra taxes on consumers in the power sector,” he said, criticising the government for not giving proper relief to masses even after reduction in petroleum prices internationally.

The National Assembly, on the first day of 36th session, passed five bills, including The Hindu Marriage Bill, 2016, and The Benami Transactions (Prohibition) Bill, 2016.

The Benami Transactions (Prohibition) Bill, 2016, seeks to specify the penalty for entering into a benami transaction and provision for confiscation of benami properties.

The bill is being introduced to deal with the problem of tax evasion and black money, especially in the real estate sector and to target transactions that are carried out in other people’s names. “The purpose is to empower the government to recover such property,” it added.

Another bill “The Hindu Marriage Bill, 2016” was moved to codify the law for regulating the marriages and termination thereof among Hindus family. The provision of the said act has been applied to irretrievable breakdown of marriages in Hindu and this act is applicable to all citizens of Pakistan, who are Hindus by religion in any of its forms.

According to the legislation, a Hindu widow shall have the right to remarry of her own will and consent after the death of her husband provided a period of six months has lapsed.

Other bills passed from the house were The Islamabad High Court (Amendment) Bill, 2016, The Civil Courts (Amendment) Bill, 2016, and The Companies (Appointment of Legal Advisers) (Amendment) Bill, 2016.

Do you know that first these dams have to be filled which take a long time.
Do you know that there are provisions to store water within the treaty to flush out the silt.
Do you know that the water holding capacity of a series of such dams combined and their impact in dry seasons and floods.
Do you know the impact of filling of Baghlihar I in 2008.

The litigation attempt will not save Pakistan. It did not in Baghlihar and Kishan Ganga. The good news for Pakistan is that now only Chenab is being seriously exploited. The real threat for Pakistan is from Indian economy which will have to fund these massive projects. Only 3000MW is being harnessed. 18000 MW is assessed potential. Big task ahead for India to address the financial and engineering challenge. Pakistan does not matter in any way.

Who said anything about not responding ? Treaty will not be "revoked" for another 10 years at least. Other options inside the ambit of treaty shall be used.

The world bank has no power to offer any kind of guarantee, nor can it enforce any guarantee. In fact it has no business providing guarantees to sovereign nations. Its hilarious you should think so.
