Typcally it involves the base, baracks, training areas, hangers/airfields, armories, supply depots, communication centers, medcial facilities, R& D center securted with with security and perimter. Holding a VONC was not a constitutional requirement?? As far elections are concerned, there should have decided first whether the assemblies were dissolved rightly or not, we have precedents Jamali's Baluchistan assembly in 1988 and Wattoo's Punjab assemblies were restored because the had dissolved the assemblies without any valid reason.
