Better to have decentralized system than centralized one right ?, particularly with the vast area the Future Caliphate need to govern. It can be formed more effectively in a states cooperation platform like NATO. Dont think too pessimistic that future leaders in Muslim world will have similar mentality like current ones. This kind of thinking will fuel ISIS agenda and power, their effective propaganda is by distributing pessimistic view like that over state nations possibility in the Muslim world to get united in a form of military block.
