Not at all, it was simply ROE. PAF did not want to escalate the fight with IAF. The purpose of the strike was to demonstrate capability and protect the strike package. The only reason why Sqn Leader Hassan engaged the SU30MKI was because the SU30MKI was in a position to be a threat to the strike package. Or else, PAF tried its best to avoid getting in a shooting match with IAF.

Not privy to PAF intent, but it is clear the PAF had overwhelmingly superiority on the day. It is also clear, the PAF has some ways to go to improve large force coordination.
