Human space travel in the present scenario is a giant waste of money. Studying effects of space on humans is being done at ISS albeit in a limited form as it is shielded by the worst of solar radiation being in LEO. Anything else is pure extravaganza and of zero utility. That's why countries with money and technology - ESA, JAXA don't bother. Anything Human can do up there, a Robot can do far more efficiently.
