actually, (a). it was a american instrument onboard chandrayaan which did that, (b). it didn't find water in usable or convertable form.

the ussr space program, "mars one" and spacex weren't designed to send sateliites upto 35,000 kilometers from earth, they were/are human explorations programs.

minimal number of satellites can exist but under control and supervision of a common human agency ( eg. uno )... this is the age to unify national human space programs !!!

a national space agency becoming a satellite maker shows lack of ambition for one thing.

What the use of sending man to mars or moon?

because they are there... and i would prefer the moons of mars.

the simple "vasimr" space engine is promising... isro, with its vast government resources, should have invested itself into developing such engines plus non-usual power generation methods.

this would have been the first step to go to around moon, as test... and then further outwards, away from the sun, to the moons of mars.
