Mate BD ware the first people who parted from India in 1947, They are the first ones who wanted a state based on Allam Iqbal's Ideology.

Regarding small state theory. India itself is a guiding principle to EU. Indian states are autonomous and are independent to take their own decisions, except foreign policy and defense.
