reminding these two incidents is that if GoI wants it can make things happen fast otherwise it will always give reason of chain of commands etc to hide its lazy ness like what happened in kargil wrt deploying IAF or what happened in amritsar during IC-814 hijacking were chain of command was found sleeping.If goi wants it can always bypass chain of command.but every mallala or every person dying in mumbai or every soldier dying on kargil heights are not YSR...otherwise GOI's chain of command works fasts in case of ysr or anyone in gandhi family.
