Navy & DRDO proposed to Defence secy and defence minister + prime minister approved the project, gave go ahead and frequent updates were given to them by the project heads and navy. The fin min was asked to make allowances of funding for the project which they did year on year, every year for 20 years.

Captain I have had this fear, this deep and seething fear, lodged in my being. That we have become Bangladesh- all that is missing is a liberal dosage of hilsa.
