Yes correct up to high court. For supreme court its only limited to certain category.
To file an appeal to Supreme court first you have to do "Leave to appeal" means asking whether the case has the merits to appeal against high court verdict. If supreme court grants you the permission then you can file a regular appeal.

We control the central govt. in majority no allies forcing us to de-escalate any situation. That being said a rerun is not going to happen over this riot its too small in numbers.

In Gujarat several muslims fled TO Uttar Pradesh.
But in Uttar Pradesh where will they flee to?

Every case has a limit on appeal based on circumstances and Punishment. You cannot appeal a ruling of magistrate court in sessions court if you are sentenced to less than 2 years in prison and could not appeal in High court if sentence is of less than 7 years.

Courts could accept an appeal based on their discretion. It does not means that you are entitled to an appeal.

There is a makeshift temporary Ram Mandir in Ayodhya which was upgraded to a bullet proof and water proof makeshift temple post the Ayodhya attacks.

The BJP govt. has made it clear it will build the Ram Mandir only if the Supreme Court gives a judgement for the same. The case is still pending in the Supreme Court.

Additionally the BJP came to power in May. No mass movement is ever launched during the summer months. Depending on political situation the VHP is likely to launch a movement in October where a few million people can gather.
UP has just a got a new governor Ram Naik who is an RSS man. If UP state govt does violence against the hindu community during the movement they will probably dismiss the govt. call for fresh elections and the new BJP CM should start building a Ram Mandir.

In Delhi 1984 the rioters were Congress party leaders and workers.
Riot led by Jagdish Tytler who is a christian ( supposedly).
Congress workers are mainly from 1 community to which 95-96% of Pakistan's population belong.

The only people who saved sikhs in 1984 were RSS workers.

In 2008 a Sikh bodyguard of a Sikh religious leader killed a Sikh of a different segment of Sikhs.
As a result Sikhs started a hartal in Mumbai stopping trains and cars. Minor scuffles between police and Sikhs.
