ZDK-03 is not built by CAC, Secondly, AVIC has its own whole lot of Prototypes of FC-1 to do the needful. It may be over there for some other reason.

The Chinese prototypes are fitted with Chinese communication system, while the Pt-04 or the Pakistani ones are fitted with western communication system and thus its necessary to check out the working of the ZDK-03 with a Pakistani JF-17 which is fitted with western communication system.

And if ZDK-03 is not built at CAC doesn't means it can't fly there or can't be based on that base for testing purposes. CAC is a testing facility, where everything gets tested which requires to be. Since we have good presence of PAF personnel at CAC for the JF-17 & J-10 programs, thus its logical to test the new PAF systems at the base or testing facility.
