Presently, PAF uses PL-5 but this is actually for show. Behind the scenes, PAF uses Sidewinders on its JFT. If they can get something better than that, then they will, but until then, that is the story.
Now, if any of these other WVRs can come with an effective HMD/S, that would win the deal, price respectively considered. However, the Chinese HMD is said to be on the heavy side. A lighter variant is possibly being offered. Then there is a European option. If only Paramount or someone else in South Africa ( @denel what say you? ) could come up with an HMD, then the A Darters could find a market with the JFT.
Now that the Russians have opened up, if they have an HMD solution, that would be something new on the table.

Yes the expenditure covering salary raise but political affair is what stops many to not to look at fact rather seeking more official statements. In fact ISPR issued one but as said political affiliation stops from reading it. This is the way why we are in miserable condition for sometimes as it becomes hard to held accountable of those political demigods. Why not to favour us and stop wasting time and start to update.

That hints towards three possibilities:@Deino HMD is being trialed for block3 FC1. Just got a update on block3 undergoing static/drop, fatgue & IGT tests.
Re: Structural changes, I think they are likely to be minor and not major. Widening / modification of DSI has been hinted and possibility of the tail being more akin to B version . The later makes sense to harmonize the building processes and have a unified structure for both A&B. We have also heard of rejigging internal tubing to allow for AESA fitment. So those things will likely be structural in nature. Whether this would require stress testing agian is something @messiach can tell us. Additional chin mounted hardpoints or incorporation of DER/additional wing HP(Wishful thinking) might put increased work load on the frame so perhaps that is the reason.That hints towards three possibilities:

The words "pretty much the same" are key here. Even if you make small changes or increase composites in the construction you still have to test them.
