You should not be concerned about this increase in the bypass ratio.
It's not like WS-13 has been pushed to a 'high bypass' ratio engines category, it is still a low bypass category WITH added benefits of increased bypass ratio such as significantly lower noise (contributes towards stealth characteristics), improved (controlled) overheating of the nozzle,
Without additional information such as thrust specific fuel consumption (TSFC) - a value that indicates the thrust produced from X amount of fuel. Lower the value, the better.
If the TSFC has remained constant with an increase in bypass ratio, its good news. If it TSFC has increased, its not.
If TSFC has lowered, its the best news (Expect a considerable increase in ferry range/combat radius)
