Civilization is not set in stone. At one time, Greeks thought it was very civilized to have homosexually relationship with you boys. Then it became uncivilized. Then it became civilized again.

Don't disagree, but countries are developing/refining the definition continuously,
and I expect future definitions will build on existing definitions,
rather than replace them with something completely different.

You can certainly today measure a country for civilisation.
