Yes attack is the right strategy, but requires very different tactics than cruise missile. New tactics, different manpower/specialists, different weaponry/gear, that's what I suggest, it could be no less costly than fighting conventional warfare using regular troops.

Modi is pushing you to spend more on arms by creating panic from the border build up. He knows the faster you drain your reserves, the sooner you will sink without even fighting a war. War is the last option, which will happen once China becomes like Russia, which can in 3-4 years if all the investments in OBOR is made a failure along with choking their exports.

Modi will keep trying & use all his influence & power to make the west declare Pakistan a terrorist state & impose sanctions. Even such threat news circulating in world media will keep foreign investors away. Your population is growing & industries are one by one failing. In few years, Pakistan will be pushed to civil unrest situation & people will have no option but to take refuge in India. You will be lining up at our borders to enter India. Remember all these josh of religion will look utter useless, when you see your starving children & especially women who will be subject to exploitation. You will even be willing to convert to Hinduism to get Indian citizenship.

I know, you won't like reading such posts, but I am showing your future. It's going to be your reality. Give India the trade route. Forget Kashmir.
