I think ISIS will supplant every other militant group in the world, they just have too much momentum and there control over large lands and cash of Iraq has given them legitimacy. That's true, he himself has never declared to be the amir, apparently in-line with the first four caliphs who did the same, i.e. they were elected and put forward by representatives of the Muslims. In Umar's case the Taliban view him as head of the Muslims in Khorasan.
