Well there should be no doubt about that because no other intelligence agency have such a experience of dealing with proxy wars etc than ISI. Directly and indirectly we are in war since 1979 .

I dont know much about ISI, but my observation shows ISI is primarily a militia type intelligence setup. Quite different from CIA and RAW.

The fact is that we don't know the true capabilities of any of these intel agencies, so this rating system is meaningless. I have no doubt that the CIA is still in #1 spot, simply because I have been given no real reason to believe otherwise.

Mr as for money and having equipment and showing it in Hollywood Movies yes they are other wise they are not all their plans in Middle East pretty much failed many plans in Pakistan were failed by ISI and also other disasters they have made

No its not , forget about being no1. in fact both ISI & RAW are not even in the top 5 categories ,
they are no where even near the class of Intel agencies like Mossad , M-16, CIA, MSS,KGB
try to think logically, how is ISI no1.?, on what basis have you come to this conclusion ? how can it be no.1 with failures like ordering the winter gears for siachen, from the same source from which the Indians were ordering theirs ! which caused the siachen blunder, how can it be no.1?, if it could not prevent terror attacks on highly important military installations like AWAC'S, in mehran & kamra ?, if they are no.1 then how could they not prevent the GHQ attack & the daily attacks on civilians, the Karachi airport attack recently ,with so many intelligence failures how can they be no.1? even I love Pakistan but that doesn't mean that Instead of introspections rather I will believe in things based on immature & emotional jingoism,

Yes just like CIA didn't knew 9/11 was going to happen or the were the one behind it or it takes them 10 years to to get Osama Bin Laden and had to waste billions of dollars in many failed missions

And their NSA leak almost all datas in this world about security.
