Iran has the technology, this is important, but yes, due limited budget it will be not YET massproduced.
Russia has the T-14, but its not YET massproduced, because its NOT YET needed, modernized T-90 are more than sufficient against western counterparts, why wasting money?
What is bigger deterrant...hundreds of Karrar tanks or ballistic missiles?
Irans priorities are -> missiles, air defence, UAVs & navy, time for karrar will come, if needed it will be produced

today army said they mass producing karrar tank and they will be operational in large numbers next year.

even if it fly this year it will not enter mass production any time soon. first it will perform the first fly and after that the test pilot will share his thoughts about the performance of plane with the design group. if any flaw detected it will resolve and after that they will start to integrate it's weapon systems and again test pilot will examine new systems and will indicate the drawbacks to group. after all this the AF would consider the platform useless or sufficient for its needs. this whole would take time at least 3 years. but first fly is a good news.
