Roudaki and Makran are complete peace time solutions.

However the radars on Roudaki will notify you ahead of the mainland radars. This comes for 2 million dollars, 1/3 of the price of an Abrams MBT.

Most of the Iranian navy would be crushed during a war.

No destroyers or cruisers mean basically every surface ship is vulnerable until Iran can get a Bavar 373 like system on a future destroyer or cruiser.
