Irans idea of talking is... hi there, no we do not have nuclear weapons, we are not trying to achieve it.. i know it looks like we are trying to make a nuclear bomb, i know the evidence points to it, i mean we dont need to increase enrichment of uranium to 20% or whatever it is, there is no need or excuse to do that since we are only trying to use isotopes for research and to power our stations, i mean nothing except for nuclear missiles requires 20% enrichment... but we are talking we are negotiating...

iran is just trying to stall usa etc untill they create the bomb,... there is no other excuse for enriching uranium to suich a high grade, its as simple as that
Nope, you're wrong. Iran needs 20% enriched uranium purely for medical purposes. You can't build an atomic bomb with 20% enriched uranium, you'll need to enrich uranium to much higher grades. Iran is enriching uranium to 19.8% level because the Tehran University nuclear reactor that is used for research and medical purposes works with 19.8% enriched uranium. the TRR used to work with HEU (Highly Enriched Uranium), but in 1990's, Iran with the help of Argentina made changes in the reactor to work with LEU. 20% enriched uranium is still considered LEU (Low Enriched Uranium).
Around one million people struggling with cancer are benefiting from the TRR. Around 2009, Iran formally announced that It was running out of uranium to use for the TRR and it sent a formal request to the agency to seek suppliers. The western countries refused to 'sell' uranium to Iran (Although Iran has an undeniable right to 'buy' uranium, just like any other sovereign state on the planet), instead they proposed a plan that Iran had to send almost 80% of its 3.5% enriched uranium to Russia and after a year they were supposed to give us around 120 kgs of 20% enriched uranium for the TRR. Iran said that it needed guarantees from western countries that they would truly supply it with the LEU it needs and they would not bring lame excuses later under different pretexts like sanctions and etc. Finally, Iran, Turkey and Brazil brokered a deal known as the Tehran declaration that Iran promised to send around 1,000 kgs of its uranium to Turkey to be kept under supervision of the IAEA people and Iran's supervisors under Iran's control inside the Turkish territory until when Russia would provide Iran with the required LEU to be used in the TRR. This way Iran had guarantees that they would not 'steal' Iran's 3.5% LEU in return of nothing. (Western countries have a very bad reputation in Iran when it comes to supplying Iran with Uranium. Iran has a 10% share of Eurodiff since 1970's but up to now, France has refused to give Iran any amount of enriched uranium from the products of Eurodiff or to give Iran its 10% share back).
The interesting part is that just the day before the Tehran declaration, the Obama administration said they would accept the deal if Iran agreed with it. They believed Iran was highly unlikely to accept it but when Iran accepted the deal it became as a great shock to them because they thought the chase game would be played differently. Instead of accepting the deal that could be a good initiative plan for the restoration of talks and economic partnership between Iran and the west, they decided to push hardly for a fresh round of sanctions against Iran.
Now, 3 years after the Tehran declaration, Iran's stockpile of 3.5% LEU has grown from 1,200 kgs to +2,500 kgs and Iran has a stockpile of 120 kgs of 20% enriched uranium and is now trying to convert it into fuel rods for the TRR. The European countries and the USA have imposed the toughest possible sanctions on Iran and they are running quickly out of options on Iran and instead of looking for ways to negotiate, they think they can go forward with their 'stick or carrot' policy which is the worst way to deal with Iran because Iran will never accept or give in to such policies dictated to it by world powers.
