Maybe Iran doesn't want nukes.
More like the cost benefit analysis Iran did showed that attaining nuclear weapons at this point in time would turn the international community against it and lead to various forms of pressure. Thus Iran decided to sit as a nuclear threshold state.
Iran first needs to build its economic power up so that if it decides to become a nuclear power it will be painful economically on major world powers to sanction it. After that Iran would probably wait for the right "time" to become a full fledged nuclear power.
It seems unlikely that Iran will become a nuclear power with the current SL in charge. As he is currently against such weapons.
What?,you mean like in the exact same way that iran wasnt going to be "allowed" to have an industrial scale nuclear fuel cycle or indeed any kind of indigenous nuclear program at all,right?....oh?.. hang on...waaaiiiit just a minute now..Iran is not allowed to make nukes. Simple

Iran should have done it in secret and then unveiled it later on, just like the current nuclear powers did in the past.
How many nukes would give Iran deterrence against the US nuclear weapons?For a country like Iran the ONLY thing Nukes are good for are as a deterrent against other Nukes! And being a threshold state gives you that capability so there is NO reason to go any further much like Japan!
BUT if Iran is attacked by a major power or if Iran's economy gets targeted to a point that causes major problems in such a scenario it is possible that Iran will build & test nukes but unless that happens Iran can never be the initiator of a nuclear attack on anyone so why build them in the 1st place!
As for Iran's economy, today Iran has an economy 40 times larger than North Korea In terms of GDP(PPP) with only 3 times the population! Iran's Government has one of the top 15 richest governments if you were to take the revenue and compare it to the purchasing power (In terms of what they can afford to do domestically)
So the reason Iran didn't go Nuclear but North Korea did is because Iran had far more to loose than North Korea so the bigger Iran's economy gets the less likely it is that Iran will choose to go nuclear without any provocation!
So I would say you have that backwards! If Iran's economy get's targeted to a point that Iran feels that it has no choice then much like North Korea Iran will build Nukes & ICBM's
BUT if Iran's economy improves which requires increase of Tourism, Increase in exports,.... at that point your not going to risk all that to build a weapons your not going to be able to use that you could build anyways if needed anytime you choose!

Irans intentions were never to build an A-bomb. If it was, we wouldn't do it in front of the world for everyone to see.
Iran wants the technology that enables Iran to build an A-bomb asap and use this as a leverage to blackmail U.S and Europe both to think twice before attacking Iran and never impose again impose sanctions on us. I believe Iran achieved this right before they agreed to JCPOA. What Iran is saying is: We dont have Nukes, and yes we will not make nukes, but we have the technology to make as many nukes as we want, whenever we want. Europe knows this. U.S knows this. Thats why they agreed to JCPOA and lifted the sanctions.
Its a genius strategy. Had we made a bomb we would have no leverage. And U.S could even use it as an excuse to nuke us. Europe would sure hate us, no one would trust us, or do any business with us. Even more sanctions would have been imposed on us. Which is the exact opposite of what our initial goals were.
But if we have the technology to make one, we can use it as a leverage and blackmail them as long as we dont make one.
