It will be a dash to the finishing line if the contract for the purchase of 36 Rafale fighter jets for the Indian Air Force has to be signed during the upcoming visit of French President Francois Hollande in the last week of January. A team of French officials is in India working even a day before Christmas to give final touches to the technical and contractual details of the Inter Governmental Agreement (IGA).

The officials are expected to wrap up technical and contractual ingredients of the purchase within a week. Once these issues are put behind, the negotiators would concentrate on the commercial aspects, highly placed sources told MAIL TODAY.

The commercial negotiations on the final price of the deal are expected to go on for another three weeks, if not more, before the final proposal is placed before the ministries of defence and finance. Whether the contract would be signed during the visit of the French president, who will be the chief guest at the Republic Day parade, is still an open-ended question, though it seems that the two events are not linked. India's mammoth defence requirements and the swift manoeuvrability shown by the government towards accepting new proposals have led to considerable posturing from various powers.

The talks are in advanced stage and the government is satisfied with the way deliberations are going ahead. However, there is no commitment if the deal would be through next month. If it happens, it will be a big statement for India-France strategic ties. With the purchase, the government hopes to tide over the shortage of fighter jets in the Indian Air Force (IAF).

If Rafale deal is moving forward, there is little progress on the proposal to jointly develop a fifth generation fighter with Russia. The stalemate over the whole project continues as the government is now not keen on joint development because of the delays.

Had the original plan to acquire fifth generation fighter jets remained on track, the IAF would have started getting the aircraft from 2017. Since the Prospective Multi-Role Fighter (PMF) - as the proposed fighter is known - is same as Russia's PAK-FA which is already flying, India is keen to junk the joint development programme.

It had sought access to PAK-FA so that it could get the The commercial negotiations on the final price of the Rafale deal are expected to go on for another three weeks, if not more, before the final proposal is placed before the ministries of defence and finance.

The officials said that many countries are offering equipment to India and are keen to take advantage of the "Make in India" scheme. New Delhi is weighing it options before taking a call. One of the areas that is being actively pursued is fulfilling the requirement of large number of drones.

Sources said that all the options are on table including exploring foreign sources like Israel and the US. There are issues in dealing with the US as it wants compliance to Missile Technology Control Regime and ways are being found to sort out the issue.

You guys were pretty happy with the Mirages 2000 during the Kargil War and with Dassault shifting production to the Rafale, France was willing to sell you the entire Mirage 2000 line. (This would have allowed you to produce the improved Mirage 2000-5..)

Yeah, lack of forsightness cost has us even before. But another factor played its part, In 1999 .Indian economy was still recovering from chaos after 1990s reforms & we already signed a deal with Russians for Sukhois. Maybe allocating budget for two separate platforms with such numbers was a problem for GOI. My assumptions could be wrong though,
Alas! a great opportunity being lost. Hope to see Rafales wearing tri colors soon. Has been waiting since 2003 :man_in_love:

i'll be cautious given how things have moved in past, but surely this time around there is lot of positivity.
Lets hope Rafale and additional Scorpene Sub deal is signed during upcoming visit of French President.

That would translate to massive savings.
I was wondering if manufacturing of Rafale is brought to India, we can get the required numbers at a cost, that will not disturb the budget of other parallel programs, while at same time meeting the projected number requirements.
I'm pretty sure something is going silently behind curtains that should come as pleasant surprise shortly. More so when controversial ToT clause is out of way.

First there is No Rafael Punch -- Its Rafale Punch

@waz Pls correct the topic heading.

Both Rafale and FGFA are different fighter aircraft for Different Role. What is lagging immediately is the Deep Strike Capability over the hostile area. And FGFA would be for the Air Superiority fighter, replacing MKI Janaab.
Does this author, have some insight knowledge to give such statement like IAF is not keen on FGFA or does MOD or IAF have made any official statement. There is no shortcuts for R&D, and it will takes it course and time, so its better for India, because some balance have to be made over the distribution of the budget allocated for the purchase of both the fighter plane at the same time.

Why are making out such speculations of stalemate and wants the deal to be signed as quickly as possible. Is there any immediate threat over India from the country with 5th Generation fighter plane. Present Status is T-50 prototype on which FGFA would be based on its technology don't have its intended Engine ready, nor all subsystems are ready, so why making such FUSS. Let Engine gets ready first and till then fill the area where we are facing immediately with Rafale first.

Back then iaf was desperately waiting for a heavy fighter. I still remember the reports which says after kargil,defence ministry was in favour of French made mirages while IAF wants su30,& mod's love affair with French ended with the arrival of Mr Putin in 2003.

How are you making such stories in your mind. The reality is just the opposite. IAF always loves french Mirrage 2000, and the original MMRCA for 126 plane was due to the demand of IAF for the 126 Mirrage 2000. And for the Russian love it was the UPA unknown love because they were the one doing shopping Mig-25, Mig 23, Mig27, Mig 29 hell lot of different fighter planes making the nightmare for the maintainace crew and spares support.

The day when the IAF selected the Dassault Rafale as MMRCA winner ,it was obvious that they will go at any extent for this fighter .And now it seems it was right.
IAF is totally fixed with Rafale .For them it is a next gen Mirage 2000 something that is already in our inventory .
French are totally independent in their policy.France was the only western nation that supported us during our 1998 nuke tests.Even though they are a tough business men ,our forces trusts their independent stance .
I think the numbers of Rafale will again increase after French fulfillment in their offset contracts.

And it also seems FGFA is almost finished .Russian dont have money and patience for a JV .Indian wont allow another Su 30 arrangement.So we are just closing that window with S 400 deal for now .
And it will begin to encourage the devvelopment of our AMCA .I think France,Israle ,US (in engine field) etc supports in some field and we will develop the rest .
