When Indians are making such predictions, it's soliciting a response from both inside and outside India. Since this is not the first prediction , it has the same affect as the boy crying wolf.

It was not Indians who predicted back in 2008, it was your higher than deeper than friend zaid hamid who predicted of landing on the moon.

ISRO was the one proposed to send man up to space by 2015 back in 08. Now, they are projecting to send man space flight in 2021 and now, it's 2014. So if the pattern holds, India should project to send a man to space in 2027 in 2020.
