ISRO was the one proposed to send man up to space by 2015 back in 08. Now, they are projecting to send man space flight in 2021 and now, it's 2014. So if the pattern holds, India should project to send a man to space in 2027 in 2020.

Yes, the weak point is the cryogenic engine. Even if it's delayed to 2025, still good enough. A decade of time is enough to prove the reliability of GSLV.

The satellite sent to Mars was a spare for the moon mission. And the deep space communication was outsourced to Nasa, so the Mars mission was on time

Stop being Ignorant. India has a Deep Space Network of Itself. And for your information even if India has the most sophisticated Deep space Network in the Planet it would still require the help of other countries for the simple fact that the Satellite's communication antennas must be towards earth and since the earth is rotating, communication centers in India would fall in adequate and hence NASA's help was sought as they have deep space networks spread across the globe.
