Hand-chopping by Saudi employers deeply disturbing: MEA - The Hindu
Updated: October 9, 2015 15:13 IST
External Affairs Minister Sushma Swaraj has ordered the MEA to enquire into the condition of the domestic worker whose hand was chopped off by her Saudi employers.
External Affairs Minister Sushma Swaraj has ordered the MEA to enquire into the condition of the domestic worker whose hand was chopped off by her Saudi employers as punishment for trying to escape their brutal employment. In tweets on Friday, the EAM called the incident "unacceptable".

Calling the chopping of the domestic worker's hand by her Saudi employers "a brutal incident that is deeply disturbing" the government said it would pursue the matter with Saudi Foreign Ministry in Riyadh. According to a statement issued by the Ministry of External Affairs, the Embassy in Riyadh has asked for "severe punishment" for the employer. Ms. Kasthuri Munirathinam. "Mission officials have met the Chief as well as the Investigating Officer of the Police Station and have requested that Mrs. Munirathinam’s statement be recorded without further delay, an independent probe be undertaken on the incident and a case of attempted murder lodged against the sponsor. The sponsor should be also directed to pay for her on-going treatment," the MEA spokesperson said.

The Hindu had reported on Wednesday that the family members of Kasturi have petitioned to the Vellore Collector R. Nanthagopal to take urgent steps to rescue her.

This is the second such high profile case of abuse of employees that has led to a strain in Saudi-Indian ties. Last month the MEA summoned the Saudi Ambassador and made him withdraw the first secretary of the Saudi, when it was revealed he had repeatedly raped and brutally abused two Nepali domestic workers held captive in his home in Gurgaon. The case had led to huge uproar, and the government had faced street protests as well as appeals from the Nepali government over the issue.

In its statement about Ms. Munirathinam’s condition in hospital, whose family in Vellore are expected to appeal to Tamil Nadu Chief Minister Jayalalitha today, the MEA said, “The Ministry in Delhi and our Mission in Riyadh are monitoring the status of Mrs. Munirathinam closely and are in touch with her family to extend all necessary support to overcome this difficult phase. At the same time we continue to pursue the matter at all levels with Saudi officials to ensure speedy justice for her".

I am not here to discus crap with you .

Indian gov must take action against this atrocity.

Indian Government do need to take action and let the justice be done.

Indians civilians are being harassed in many countries but the thing is this that the Saudi Government will punish the guilty unlike some civilized countries where Indian immigrants are harassed on daily basis.

And citizens from these so called civilized countries live in peace and harmony in India and win millions but doesnt let Indians do work and play games and misuse the technology.

India moves to stop flow of housemaids to Saudi Arabia - The Hindu
Updated: October 10, 2015 09:39 IST

After an Indian domestic worker's hand was chopped by her Saudi employee and sex slavery, MEA looks for other options.
Alarmed by frequent allegations of sex slavery, arm-chopping and sadistic domestic torture of housemaids in Saudi Arabia, India is considering a total ban on recruitment of housemaids by that country.

This follows the chopping of a domestic worker’s hand by her Saudi employer which India has described as “unacceptable.” External Affairs Minister Sushma Swaraj has also ordered the MEA to pursue the matter with the Saudi Foreign Ministry in Riyadh.

According to an MEA statement, the Indian Embassy in Riyadh has asked for ‘severe punishment’ for the employer who amputated Kasthuri Munirathinam of Vellore.

The idea of the ban was discussed by Ms. Swaraj at a meeting of the Parliamentary Consultative Committee of the Ministry of Overseas Indian Affairs (MOIA) and the Ministry of External Affairs on October 8.

“Sushmaji and we discussed how to stop the flow of housemaids from Tamil Nadu’s Vellore and West Godavari district of Andhra Pradesh, which top the list of regions producing housemaids for the Saudi kingdom,” said Rajya Sabha member D. Raja, who is a member of the committee.

Ms. Swaraj was informed that Saudi Arabia has refused to obey Indian laws on recruitment of manpower which are meant for 18 countries in West Asia and the South-East Asian region.

Environmentof impunity

Sources in the Ministry of Overseas Indian Affairs have drawn attention to the fact that the latest incident of chopping an Indian domestic worker’s hand can be traced to the fact that the Saudi authorities themselves are facilitating an environment of impunity for the Foreign Employers (FEs) in Saudi territory who are forcing the recruitment agents of India to obey Saudi dictates neglecting Indian official procedures.

Saudi Arabia has refused to implement the $ 2,500 bank guarantee that the foreign employers are expected to deposit with the Embassy of India in Riyadh before approaching recruitment agents in India. The bank guarantee was planned as part of a recommendation of the inter-ministerial meeting held in June 2007.

More curiously, the Saudi authorities themselves have communicated to the Indian recruitment agents that they will be issued work visas only if they ensured that 25 per cent of their total recruits are housemaids from India.

Ms. Swaraj and the participants at the Consultative Committee meeting also discussed how best to ensure that the ban will not be violated by unscrupulous agents in India. The Saudi avoidance of the Indian rules can be explained by the fact that till date, they have more than 607 foreign employers registered who are freely violating norms of employing housemaids from India due to their government’s non-compliance with the rules laid down by India.

Saudi employer denies chopping off Indian woman's hand | Zee News

Riyadh: The Saudi Arabian employer, accused of chopping off the hand of an Indian domestic help, has claimed that the woman had to get her hand amputated in hospital after she damaged it badly while allegedly jumping from the third floor of his house here.

Kasturi Munirathinam, 55, whose hand was severed, is currently being looked after in a Saudi hospital and India has demanded a full-scale inquiry into the incident. The case evoked a strong condemnation from India which demanded that a case of attempt to murder be lodged against the culprit.

The Saudi sponsor, who has not been named, told Arab News that Munirathinam's right hand was amputated as a result of her failed attempt to flee by jumping from a window.

"On Thursday, the housemaid went to her room while my mother was performing Asr prayer and locked herself inside. She knotted together bed sheets and some of her clothes and dangled the rope out of the window so that she could jump from the third floor," the sponsor said.

"An expat worker on the street saw her trying to jump, and when she fell, she landed on two electricity boxes, which caused severe damage to her hand. The worker then informed the building guard and my mother informed the police and the Red Crescent about the incident. The rescuers arrived on the scene and transferred the housemaid to the hospital where she underwent amputation surgery to her right hand," he said.

He said the Indian woman was recruited two months ago to serve his mother who is 70 and lives alone in an apartment in Riyadh.

"The police investigated the accident and checked all the evidence at the site and concluded that the woman tried to jump from the window and fell from the third floor," he claimed.

Indian maid lost arm due to fall from building: Saudi police | Zee News

Riyadh: Riyadh police on Friday said that an Indian maid lost her arm due to a fall from a building and not because of an attack by her Saudi employer as was reported in India and elsewhere.

According to media reports earlier this month, Kasturi Munirathinam, 55, was allegedly attacked by her employer, which led to severe injuries and the amputation of her hand. The incident was quickly condemned by India's External Affairs Minister Sushma Swaraj.

"Chopping of hand of Indian lady - we are very much disturbed over the brutal manner in which Indian lady has been treated in Saudi Arabia," the minister tweeted.

In a statement confirming the cause of the incident, Riyadh police said the maid made a rope ladder out of cloth in order to escape from the window of her employerÂ’s apartment on the third floor of the building.

However, she lost her balance and fell down, hitting the edge of an electricity generator located in the lower part of the house. This resulted in her arm being severed there itself, police said.

Munirathinam arrived in Saudi Arabia nearly two months ago. She was suffering from mental disturbances and therefore tried to flee the employerÂ’s house, the statement added.

The spokesman rejected “false and differing reports” in various media outlets about the maid, stressing that all people in Saudi Arabia are equal and enjoy all their rights guaranteed by the law.

According to the employer, Munirathinam was recruited to serve his mother who is 70 years of age and lives alone in an apartment in Riyadh.

Saudi police try to shift blame onto Indian maid - The Hindu

Police said she was “mentally disturbed,” but made no mention of her being tortured.
Questioning the version of the 55-year-old domestic employee from Vellore whose hand was severed in Saudi Arabia last week, the Riyadh police said her hand had been injured due to a fall and had to be amputated.

In a statement that sought to shift the blame, Riyadh police spokesman Fawaz Al-Maimaan said the maid, Kasthuri Munirathinam, was “mentally disturbed.” Significantly, the police statement made no mention of the allegations of brutality and torture against the employers that led to the maid’s desire to flee and said instead that “she was suffering from mental disturbances and therefore tried to flee the sponsor’s house.”

The statement is in contrast to Ms. Munirathinam’s contention that her hand had been chopped off by her employer while she was trying to escape their brutality.

According to Ms. Munirathinam, the family that employed her in June this year, had been abusive and tortured her. Unable to bear the treatment, she had attempted to leave their third floor apartment by climbing down a rope made from a sari through a window when she was accosted by the woman she worked for. “I pleaded with the lady not to harm me but she kicked me, punched me and cut off my arm,” she said in a taped interview available online.

MEA declines comment

The MEA declined to comment on the Saudi official’s version, saying it was making enquiries from the Indian Embassy in Riyadh. An official described it as an initial police report. “The final investigation report will now be awaited,” the official told The Hindu. The government had initially reacted strongly to the incident, with External Affairs Minister calling the “brutal chopping of a hand” “unacceptable,” as India demanded the “strictest punishment” for the employer. The muted response on Friday seems to indicate diplomats have been negotiating a settlement for Ms. Munirathinam, and officials say they would wait to see whether she wished to stay on in Saudi Arabia to contest the case, or return immediately.

The case of Ms. Munirathinam has outraged many around the world, as it has become a symbol in India of the condition of domestic workers in the Kingdom of Saudi Arabia.

As The Hindu had reported earlier this month, the MEA has taken a serious view of the fact that KSA remains the only one of 18 Gulf countries refusing to obey Indian guidelines for Foreign Employers (FEs), including a rule on giving bank guarantees to the Indian Embassy. As a result, Ms. Munirathinam’s story is also a test case for the government’s new resolve to hold the Saudi government accountable for the treatment of about 25 lakh Indian workers in the country.

The Riyadh police, who had, according to initial media reports, arrested the employers, now seem to have absolved them of all responsibility.

In the official statement, distributed by the Saudi Embassy in Delhi, police said the arm had been severed when Ms. Munirathinam “lost her balance and fell down, hitting the edge of an electricity generator located on the lower part of the house. This resulted in the severing of her arm on the scene itself.”

Rejecting all the allegations made by “media outlets” and rights groups, the spokesman also said that “all people in the kingdom are equal and enjoy all their rights guaranteed by the law based on the law of Sharia.”
