Your emotional rehtoric aside . Indeed the mother and family of the slain soldier can identify his body ONLY if they are shown the body even without a head.
here the case is different the Indian govt/army refused to show the remains to the family.

We were not allowed to see what was inside,” he said, highlighting that he has spent his childhood with Hemraj and knew that he had a mole on the back.
“I would have checked it but they didn’t allow me to do that,” he added.

We have seen how pakistani comfortably ignored the acceptance of nationality of kasab by various pakistani souces and officials and waste so much of bandwidth in arguing the accent and the color of his cloths just to somehow prove he is an Indian. Same is happening here.
Are you saying that both soldiers might be alive?
Are you saying that the friends of those soldiers in their regiments allow officials to do such tricks?
Are you saying that Indian army couldn't chop the heads of original dead bodies and show them to the world to make its case more stronger?
Keep on in denial. That suits you the most.
