I think they are trying to take into account lca mk2 and potentially buying F35. They already missed the boat with rafale 10 years ago. All those 120 aircraft should have been on the frontlines at this monent, If a big order is placed now we will start getting them like 4-5 years from now, no point starting to induct an expensive 4.5 gen fighter that late.
