Darbhanga: CNN-IBN has already shown you how tonnes of grain lay ******* out in the open across India, as the common man struggles with rising prices. If that wasn't bad enough, now it turns out that rotten grain is being sold forcefully to the poor in official ration shops in Bihar.

The expose of grain ******* in the open in Sirsa, Haryana forced the Food ministry to act. And, the grain is now being sold to Bangladesh and Nepal and distributed through PDS.

It's shocking but true. The poor of this country are forced to eat rotten rice, unfit even for cattle. The rice is being distributed through the government fair price shops officially in Dharbhanga district of the state. A BPL family, entitled to 15 kilograms, gets 13 kilos of subsidised rice and two kilograms of rotten rice. It's compulsory.


Madhubala Sinha, ward councilor, says: "Kuch sara hua bhi hai. Kuch sahi bhi hai. Issi wajah se jo sahi hai wo alag se dete hain. Jo sara hua hai, 1-2 kilo public ko alag se dete hain. (While some are rotten, some are okay, too. So the rotten rice is being distributed to public separately with a fixed quantity to every body.)


A 104-year-old Johra has to clean the rice for more than an hour, then wash in warm water before boiling it. But despite all these precautions her grandson has fallen sick.

The 104-year-old lady says, "Acha milta tha toh kha lete the, aab ghatiya milta hai toh nahi kha paate hai. Murga-murgi ko de dete hai (We used to eat whenever it was fit to eat. Now that these cannnot be eaten, we offer it to hens)".

Sabonisha, another villager, says, "Garib ko chikna dana dena chahiye. Aur rukhara dana paise walo ko do. Woh toh kharid ke kha lega. Garib kahan se kharid ke khaayega? (Give good rice to poor and rotten to the rich people since they can buy it from the market and eat. How will the poor buy)?"

The State Food and Civil Supplies Minister Narendra Singh says he is helpless. "Humlog lachar ho jate hain. FCI Bihar sarkar ke niyantran se bahar hai." (We are helpless since the FCI is not under the control of Bihar government.)

Hence, for the people who can afford to buy, the ******* grain is used as cattle or poultry feed. But for most of the others, it's a choice between food and hunger.

forget the Bangladeshis & Nepalis they have the option to buy from anywhere they choose.

But people of Bihar have to swallow it.

Damn,this Bihar and other 7 states are so corrupt,i wish someday we can have President rule is declared over these states.:angry:
 
This is not a "Bangladesh Cry" forum. If you people have soo much complains against India, you should be taking their assistance in first place.

if rotten rice has been sold by India to Bangladesh than as a paying customer you got right to refuse those rice and ask your money back.

Other people from different parts of world sholuld know what type trade practice india have. India will take money and export rotten indian product. People should not buy indian prouducts and services and get cheated.

Dhaka, Dec. 22: Some vested interests in Bangladesh have alleged that the Indian Government is exporting rice to Bangladesh that is rotten in quality, and if this "word of mouth rumour" gains credence, it could affect bilateral ties between the two countries.

According to informed sources, a section in Bangladesh, known for their traditional India baiting, is responsible for spreading this rumour, and have suggested that the Government of India would do well to ensure the export of quality rice.

There is a view that anti-India sentiment is building up in Bangladesh, and there are senior people like former judge and member of the Bangladesh Election Commission, Abdul Rab, who have publicly stated that the issue of the trial of war criminals in Bangladesh, has been fomented by India to divide the country.

Intellectuals and representatives of NGOs' in Bangladesh, besides university dons and key civil society members are appalled over the caretaker government's inability to "differentiate between the head, the body and the tail of the problems" facing Bangladeshi society.

An eminent economist and sociologist told this agency in an informal chat over the phone, that the army-backed caretaker government "seems to have lost its way and is flaying its hands in the dark, hoping to hit a solution".

The economist, who preferred not to be named at this stage, told the BBC's Bengali service recently that the immediate approach of the caretaker government should be to at least procure the cheapest cereals - rice and wheat - and provide it to the people.

There is a view that the machinery is just not functioning, and is constricted by overwhelming responsibilities. There are people in the government who are literally sitting with their arms folded. For instance, some of the government institutions, including those responsible or connected with procurement and the issuing of licenses are acting in an almost frozen manner.

Over the years, these departments have developed an institutionalised system of corruption where, everyone from the top downwards get their fixed cuts from deals.

With the Anti-Corruption Commission (ACC) very recently looking into these work systems, these agencies have had to put up their defences.

The Council of Advisors' Purchase Committee have recently approved the procurement of rice and wheat from local suppliers totalling around 2.6 million tonnes. This was done on December 17.

The crackdown on corruption has slowed down the business of small and middle-level food importers. More than 400,000 people have been detained since January 11 this year, the day a state of emergency was declared in Bangladesh. Most of them were detained on "suspicion" and belong to different strata of society.

Transparency International Bangladesh (TIB), however, reports that the level of corruption in the country has not gone down. Questions are being asked as to how the caretaker government plans to deal with this assessment, and why no ordinance has been issued to check these hoarders of foodstuff. (ANI)

Acts like these should be condemned, I amazed some users are actually trying to justify its actions. I'm sure if the same thing happened to ones own country it would create a different sentiment altogether.

I think this is an act by a few corrupt officials trying to make a quick buck, its a common practice among shifty rice dealers to mix good and bad rice to pass it off as a usable product.

Though India has harmed Bangladesh's interests many time before but this time India got busted.

There's something called a 'quality control' team that governements employ. Rather than whining, why don't you ask your QC guys if this is true and if so sack them? WTF is this nonsense about blaming Indian about everything?
