Agartala, Jan. 10: India is all set to secure railway, water and road transport facilities across Bangladesh, official sources here said.

The prospect of road, railway and waterways transit has generated keen interest in Tripura in the wake of the Bangladesh government’s consent to allowing transportation of heavy equipment for ONGC’s 726MW Palatana thermal power plant through Ashuganj river port on the Meghna.

Sources said following the water transit permission, the country’s leading Navratna company had also started constructing a road from Ashuganj to Sultanpur in Brahmanbaria district of Bangladesh to transport heavy turbines.

Besides, the survey to set up railway links between Agartala station and Akhaura railway junction in Bangladesh, a distance of 13km, is also nearing completion. “Once this is complete, work on laying tracks will commence and it will not take much time. Tripura will be linked by railway with the rest of India across Bangladesh,” a source said.

At an Indo-Bangladesh conclave in Dhaka on December 22, Bangladesh had decided to renew the river protocol between the two countries for five more years.

After the conclave, Bangladesh authorities had sought opinions from the ministries of home affairs and external affairs, the National Board of Revenue and the Vessel Owners Association on the proposed renewal.

Since 1972 when the river protocol had been first signed it was being renewed for two years each and this is the first time that renewal for five years was sought even though Indian delegation had sought a renewal for seven years.

Sources here said that the ministries, NBR and VOA have agreed to five year renewal have not yet taken a final decision but they are likely to communicate their consent soon though questions are being raised over revenue from river transport charge . The government of India has agreed to grant annually an amount of Rs five crore for desiltation work in rivers for continued navigability round the year .

Meanwhile, Tripura government has decided to float national tender for consultancy over reopening of old waterways connecting Tripura with the rest of India across Bangladesh. Official sources said that in the pre-independence days Tripura's two major rivers Gomati and Hawrah that fall in the Padma and Meghna rivers of Bangladesh provided water-link with rest of India through West Bengal . But partition of the country changed the river transport profile. In a meeting with minister for DONER B.K. Handique, Tripura chief minister Manik Sarkar had raised the issue of reopening the water links across Bangladesh. After consultation with the ministry of shipping the DONER ministry has asked the state government to prepare a detailed project report on how best to revive the water-links . Official sources said that national tender seeking consultancy service would be floated soon. 'Actually the issue has assumed significance because of the ongoing upgrading of Ashuganj as 'Container Port' with Indian financial assistance; once it becomes operational a lot of opportunities will open up for Tripura and northeast at large' sources said.

Win-Win for both I believe

Provide some evidence for it.... India is getting free transit without any limit... only they will provide an yearly operation and maintenance cost.... to bd... just let me know how this is going to be beneficial to bd.... when this will lead to loss of business in NE india and myaanmar... and south east asia... this will increase traffic congestion... will increase smuggling and will create many other problem with it... and environmental damage is not included with it....

Provide an logical description which will show that bangladesh will make some profit and it will be helpful for the development of bd..

Tripura connection is a temporary phemenon. It is not a long-term agreement. Unless India gives us connection to Pakistan, Nepal and Bhutan, BD may not persue the Tripura and Assam connection. So, the ball lies with the Chanakkyas in India. They give, we also give. They do not, we then close everything.

Dhaka gets closer to Delhi, Beijing

The first two years of the Awami League-led grand alliance government have seen Bangladesh focusing its foreign policy on regional connectivity and boosting ties especially with India and China -- the two Asian giants.

Prime Minister Sheikh Hasina's official visit to India in January last year helped clear the clouds that overshadowed the relations between the two close neighbours during the rule of BNP. The 51-point Joint Communiqué signed during the visit is considered a landmark in the new bilateral relations.

Bangladesh has agreed to let India use its ports in Chittagong and Mongla, along with two other South Asian neighbours Nepal and Bhutan. In return, India has agreed to allow transit facilities to Bangladesh for trading with the two land-locked countries through Banglabandh.
Dhaka has also signed a deal to allow India use its Ashuganj river port for transport of equipment for an electricity plant New Delhi is building in Tripura.

However, securing a loan of $1 billion from India mainly to upgrade road and railway infrastructures is seen as a major gain in the government's foreign policy. Indian Prime Minister Manmohan Singh rushed his most senior colleague Finance Minister Pranab Mukherjee to Dhaka to witness the signing of the loan agreement.

In forging closer ties with India the government remained unfazed by criticism from the main opposition BNP that accuses the prime minister of giving too much to New Delhi and getting too little in exchange.

Bangladesh and India are yet to reach an agreement on sharing the waters of river Teesta, settle the dispute over 6.5 kilometres of the border and remove the trade imbalance that heavily favours New Delhi.

The past years have also witnessed Dhaka taking steps to strengthen its trade and economic relations with China, one of its long-time friends.

Invited by Chinese Prime Minister Wen Jiabao, Sheikh Hasina paid an official visit to China in March last year producing a 10-point comprehensive Joint Communiqué to intensify cooperation in trade, investment, agriculture, transport and infrastructure development.

Bangladesh is seeking Chinese assistance in building a seaport deep in the Bay of Bengal and offering Beijing to use it through a proposed highway from Bangladesh's southeastern part to the Chinese city of Kunming through Myanmar.

Hasina travelled to India, China, South Korea, USA, Kuwait, Russia, Japan, Belgium, Bhutan, and Malaysia last year.

Foreign Minister Dipu Moni, however, visited over two dozen countries and attended several international and regional events. She held talks with at least 100 foreign counterparts, ministers and high level officials of various international bodies.

A bright spot has been Bangladesh's success in clearing its name from the list of countries that harbour extremism and corruption. The country is currently commanding an image of a non-communal democratic country.
The prime minister undertook an important visit to Japan, the largest donor and development partner of Bangladesh. Japan has agreed to provide Bangladesh an additional $100 million for the construction of Padma multipurpose bridge.

Sheikh Hasina also visited Russia to attend a conference on how to protect the Royal Bengal Tigers of the Sundarbans. She used the tour as an opportunity to discuss Russian help in setting up nuclear energy-based power plant.

Bangladesh did well to project its vulnerability to the climate change due to global warming. At all international conferences, including the ones in Copenhagen and Cancun, Bangladesh strongly put its case as a climate change victim, highlighting the people's plight and impediments it posed to achieving the Millennium Development Goals by 2015.

In response to Hasina's appeal for the transfer of green technology and new money from the Global Climate Change Fund to enhance the country's adaptive capabilities, developed economies agreed to assist Bangladesh by providing financial and technological assistance.

Diplomatic analysts think Bangladesh spent the past two years in laying the foundation of a new-look foreign policy. They say 2011 will be the year for Bangladesh in getting the benefit.

Middle Eastern countries, including Saudi Arabia and Kuwait, are likely to gradually open up recruitment of Bangladeshis, they added.

The UAE has already increased manpower import from Bangladesh. Prime Minister Sheikh Hasina's upcoming visit to UAE (January 16-19) will further open up opportunities for Bangladesh, assumed the analysts.

China and Korea have already allowed duty free access to several thousand Bangladeshi items and the country would reap the benefits when the opportunities are properly utilised.

On the negative side, the government is yet to make progress in resolving longstanding issues with Myanmar and Pakistan.

Pakistan has rejected a proposal of Bangladesh seeking formal apology for committing crimes against humanity during the Liberation War in 1971.

Longstanding issues and irritants with Myanmar could not be resolved in two years as the repatriation of Myanmar refugees, border problems and demarcation of maritime boundary in the Bay remain unsettled.

There was heightened tension along the Bangladesh-Myanmar border over the deployment of Myanmar troops since 2008.

In multilateral diplomacy at the United Nations, the government also gained points by becoming a member of several UN bodies, securing the highest votes in some.

Just give me the number with 1 billion dollar how many kilo meters of road can be built...which also includes rail way.... operating terminals at mongla and chittagong port for the indian goods... n obviously the term is all the construction should be done with the help of indian companies and with the approval of indian foreign ministry... above all all the road will be mainly used by indians which bangladesh will hardly use....

Now lets come to the main business.... here bangladesh will have to pay back the money with interest... n these are for the projects which will mainly used by india....

Recently voice has been raised from different level about the validity of the deal.... Why hasina has signed such deal... which is of hardly any use for bangladesh and at least with the term india will decide which are the projects will be done and all the projects should be done by indian companies...

Then where is the benefit of bangladesh... usually under such loan it is negotiated b4 signing deal which projects will be done and contractor is usually selected by the process of tender... to select the best candidate... but here only indian company will be selected... and it will be approved by indian foreign ministry... then where is the sovereignty of bangladesh...

Now lets come to the packages.... the loan will be used for carpetting of the road for the heavy indian truck... which bangladesh does not have.. so it can be said it is a total waste of money...

2nd two rail line one from mongla port another from chittagong port to connect to the benapol agartola high way.... which hardly bd will ever use...

3rd ly it will be used for construction 2 terminal in mongla and chittagong port only for using indian goods... here where is the benefit of bd to construct such terminal???

To buy around 100 or 200 bus from india... people prefer bus from more better country like korea instead of lower graded indian bus...

Buying equipment for BSTI.... here the chairman of BSTI become so angry that he said india even does not buy from indian companies which they import from countries like switzerland, germany etc... if we have to buy lower graded indian goods which is hardly of any use... then I prefer not buying any stuff...

To build some transmission line... for electricity.. right now I does not have much detail about it...

Considering all the above project can any one say it will be hardly any use for bd... n what this little amount 1 billion will accomplish....

So I would like to say indian member do not try to fool yourself by saying lots of infrastructure roads, rail ways will be built... community will develop near high way... type rubbish... as bangladesh already has 1000s of kilo meter of kacha and pakka road...


N last come to the profit part... where is the profit for bd by giving the transit to india though better term should be corridor....

n those who are saying bangladesh is also getting access to nepal and bhutal... where is the big deal in it ... every one knows they are very tiny market... so it will not give bd any extra benefit...

Please can you explain how you got to this. Where does it say that $1billin is just for road and port only, it at all. Can you also elaborate more about how you got to this conclution? It looks like you just saw $1 billion in the posted news and you made your assumption. Even if you are right, $1 billion is quite a fair value to use roads and ports on temporary bases. I would even say AL government have secured a very good investment for BD.

Let me guess, you are getting $1 billion, access market of Nepal and Bhutan, grants to, not loan, to build rail link and still there is nothing BD is getting out of thei deal. You must be economic genius or Idune's cousin.

Terming the Indian loan at the interest rate of 1.75 percent as a kind of a "concessional loan", the foreign minister said donor agencies will not provide loans for every project that serves Bangladeshi interest. When donors provide loans or grants, they protect their own interests too, she added.

1 billion is not a fair amount for a any large scale infrastructure project.... even a simple express way in dhaka will cost around 2 billion dollar.... n this this 1 billion will consist of rail way... port terminal... which will mostly be used by india... not by bd... then what was the necessity of bd to sign such deal... which bd will hardly use... N there are many agencies and donor through which loan can be secured... 1 billion loan is not a big deal...

This is not only bnp but recently CPD also raised the issue... which is most AL supporting group with debapriyo bhottacharjee its head... n many other policy maker group also raised the issue... If we are taking loan it is fine.. then why india will decide which project we will do and indian foreign ministry will give the approval and why india only companies we will have to select??? If we will have to invest... then we must have done it through tender and should select the best group... but it will not be possible with the signing of the deal...

Bangladesh is not in such a poor financial condition that it can not buy korean bus... and we will have to buy lower graded indian bus...

That was the comment from BSTI chairman... and all the equipment is meant for testing measurement purpose... but indian equipment are of very poor quality..that is the reason why even india does not buy indian product for those purpose..

Not much... it was just a excuse to make the transit free for india... how much bd will export to nepal and bhutal.. where the market is dominated by indian and chinese goods and where the market is so small... this is bhutan and nepal which was asking to use mongla and chittagong port... n this color has been given to make the transit free for india .. where there are no limit for india.. how much product they will be allowed to pass

I told you nepal and bhutan market is not that lucrative and big which is mostly dominated by chinese and indian goods...

N that rail link for this reason will bring hardly any benefit for india..

Here by giving transit to india we are supposed lost a big market share in the NE india, myaanmar, and south east asia.. n obviously without any benefit as this transit will be free....

No country man can allow such treacherous deal...where bd will not get any benefot.. instead will create more problem such as traffic congestion, smuglling , business loss, environmental damage... etc...

India,s interest fee is less than world bank and doesnot contain conditions like economic reforms as forced on Pakistan currently

3rd ly it will be used for construction 2 terminal in mongla and chittagong port only for using indian goods... here where is the benefit of bd to construct such terminal???

To buy around 100 or 200 bus from india... people prefer bus from more better country like korea instead of lower graded indian bus...

Buying equipment for BSTI.... here the chairman of BSTI become so angry that he said india even does not buy from indian companies which they import from countries like switzerland, germany etc... if we have to buy lower graded indian goods which is hardly of any use... then I prefer not buying any stuff...

To build some transmission line... for electricity.. right now I does not have much detail about it...

Considering all the above project can any one say it will be hardly any use for bd... n what this little amount 1 billion will accomplish....

So I would like to say indian member do not try to fool yourself by saying lots of infrastructure roads, rail ways will be built... community will develop near high way... type rubbish... as bangladesh already has 1000s of kilo meter of kacha and pakka road...


N last come to the profit part... where is the profit for bd by giving the transit to india though better term should be corridor....

n those who are saying bangladesh is also getting access to nepal and bhutal... where is the big deal in it ... every one knows they are very tiny market... so it will not give bd any extra benefit...

PM of bd should clarify to the people of bd how this transit is going to benefit bd... else this transit should be called off until we get a better deal which will give bangladesh economical benefit...

India,s interest fee is less than world bank and doesnot contain conditions like economic reforms as forced on Pakistan currently

N regarding using of the infrastructure.. why do not you list the name of the infrastrucre which will be built??? N then try to analyze whether those are really of any use for bd or not.. instead just shouting lots of infrastructure will be built...

N india should pay because it will be used by india mostly...

N you were talking about the loan and the low interest but the treacherous part of the loan is not mentioned... Indian foreign ministry will decide which are the project will be implemented and all the project should be done by the indian companies... if any outsiders help is needed india will decide the contractor...

Why should bd take such a loan where bd has no say at all... n all the project will be used mostly by indians..

Dont try to fool yourself by saying this free transit deal is good for bd..

n regarding transit fee.. india will pay only yearly operation and maintanance fee not any duty or any other fee and there will be no limit for the transit....

Nepal and bhutan transit is of no use for bd... n they are not part of bd... come with any new excuse...

n tell me how bd will benefit... you are ignoring the main part that i have asked in the 1st place..
