A stable South Asia (as a result of arms de-escalation) is a definite pre-requisite for the uplift of poor people in South Asia. Trillions could be saved from not buying useless weapons.
The only losers will be the military industrial complex in both countries (and some foreign countries in the West involved in the arms trade), but local leaders can still make windfall profit in other peacetime industrialization and export efforts by utilizing their populace...

When SAARC was formed by Ziaur Rahman, the intent was extremely noble, a small South Asian govt. free trade organization. SAFTA ( South Asian Free Trade Area) was formed in 2006.
The reason SAARC did not succeed is because of distrust of some member countries (Pakistan) who thought that India will dominate and benefit more from this grouping than other smaller countries.
In hindsight Pakistan should have given SAARC a chance. They still can.
